## Notice

Surrey County Council (SCC) has a vision for Extra Care Housing, as part of the Council's Accommodation with Care & Support Strategy, which is to work with the market to deliver accommodation with care and support across the county which is integrated into local communities, person centred, flexible and responsive to individual need, improves and maintains independence, enhances quality of life and improves outcomes. SCC is committed to enabling people to stay independent within their own homes for as long as possible and if the time comes when they need more help, to offer modern, purpose built facilities that help older people retain their independence while offering flexible care and support arrangement to meet their needs. Brockhill is an existing extra care sheltered housing scheme which offers self-contained accommodation (single or double occupancy units) under a variety of tenure options with care and support services based on site for those residents that require them. SCC is seeking responses from providers able to provide extra care services 24 hours a day and 7 days a week within Brockhill for the duration of the care contract offered and in line with the Care Services Specification for SCC funded residents offered a place in one of the units. Brockhill Sheltered Housing Scheme is located in Goldsworth Park, Woking and comprises of approximately 40 self-contained units of which SCC, working with Woking Borough Council who are the landlord and managers of the site, has nominations rights on up to 20 units. The current delivery of home care over 24 hours a day across 20 units for SCC funded residents is 189 hours per week (August 2017). The estimated target hours for the site based on target ratios and average need of individuals is 206.25 hours per week. The other units are made up of tenants who may privately purchase care so there may be scope for provision of care for additional hours. The duration of the Care Services Contract offered is a total of seven years made up of an initial three year term with the ability to extend the contract at the discretion of the Council for a maximum of two further periods of up to two years for each extension period. The Council will procure the provider under the Light Touch Regime. The process is therefore subject to limited regulation in accordance with Regulations 74 to 76 of the Public Contracts Regulations 2015 (PCR). The Council has designed a process that incorporates some features of the Restricted Procedure. The process outlined within the Selection Questionnaire (SQ) and Invitation to Tender (ITT) includes the shortlisting of a maximum of 10 providers following selection stage who will be invited to submit tenders which will be evaluated with a view to awarding a Care Services Contract for this site.
