Stoke-on-Trent City Council is seeking to establish a framework for Domestic Homicide Review chairs and authors. This is to support the duty to undertake DHRs established on a statutory basis under section 9 of the Domestic Violence, Crime and Victims Act (2004) This provision came into force in 2011, where overall responsibility for establishing and conducting a Domestic Homicide Review rests with the Community Safety Partnership of the Local Authority area in which the victim was normally resident at the time of the incident. Stoke-on-Trent City Council intends to appoint up to 15 chairs and authors to this framework, to be used as required.
