## Summary

The Yorkshire and the Humber Integrated Urgent Care Service is currently in the planning stage, managed by NHS Greater Huddersfield Clinical Commissioning Group. This market testing exercise aims to engage innovative and collaborative providers to deliver essential components of the Integrated Urgent Care service across the Yorkshire and Humber region. The deadline for engagement responses is set for 3pm on 29th January 2018, with the service classified under miscellaneous health services. The overall contract value is estimated to range between £95 million and £190 million, depending on the final specifications and options determined through this procurement process.

This tender presents significant opportunities for growth for businesses in the healthcare sector, particularly those with expertise in urgent care systems, NHS 111 telephony services, and clinical consultations. Companies that excel in delivering innovative delivery models and possess strong operational and technological capabilities would be well-suited to participate in the bidding process. With an initial contract period of 5 to 7 years, plus possible extensions, this contract represents a substantial commitment that can benefit organisations looking to expand their services within the healthcare landscape of the Yorkshire and Humber area.

## Notice

NHS Greater Huddersfield Clinical Commissioning Group on behalf of the Yorkshire and Humber Joint Strategic Commissioning Board representing the Yorkshire and Humber (Y&H) Commissioning Groups and NHS England (the Commissioners) are seeking to commission an innovative, collaborative and dynamic provider to supply a key part of their Integrated Urgent Care (IUC) service. The key elements of this service are likely to include: * The provision of NHS 111 telephony services across the Y&H region * The provision of a central Clinical Advice Service (CAS) which will provide clinical advice to around 30% of patients who contact and are triaged by 111 * To provide, develop and support the implementation of the technological and operational interconnectivity between the 111 telephony service, the central CAS and a range of locally commissioned services across the constitute CCGs to form both a virtual CAS and a more complete IUC system. This will include, but is not limited to, services such as 999 call handling services, GP Out of Hours (GP OOH), Single Points of Access and Urgent Treatment Centres/Same Day Health Centres * To comply with the Integrated Urgent Care national specification (link below), and other national guidance in this area (i.e. clinical governance and workforce) (https://www.england.nhs.uk/wp-content/uploads/2014/06/Integrated-Urgent-Care-Service-Specification.pdf) * Have operational and technological systems in place to achieve the key operational requirements of the IUC system - e.g. direct booking into services * To work with the local STPs/ACS to understand the potentially different delivery models of urgent care and support the optimal solution for each sub-region * To be a proactive part of the IUC system recognising the regional and local role that you will have as a regional provider It is worth noting that within the Yorkshire and Humber there are three Sustainability and Transformation Partnerships (STPs) and one Accountable Care System (ACS) and that each STP/ACS has differing commissioning intentions (though there are significant commonalities) in relation to Integrated Urgent Care. Therefore the provider must be able to provide regional services and be able to fully interact with commissioners, services and providers at a STP/ACS and at place/CCG to ensure an optimal service. The Commissioners wish to use this process to explore a number of options and methods of delivering the services and will, amongst other things wish to discuss with bidders the possible innovate delivery models available, the proposed commercial model, the proposed organisational model and proposed activity shifts and consequent impacts. Additional information: The current intention is for the initial contract period to be for between 5 and 7 years (which will be determined in due course) with options to extend the contract at the Commissioners' discretion for any period(s) up to a maximum of a further 3 years. The scope and value of the contract will be partially determined through the process being undertaken and the dialogue sessions with bidders. The value should be treated as indicative only. The overall contract value is expected to be between PS95m and PS190m (estimate primarily based on contract length); however as noted this value is subject to change and is not guaranteed. Providers are requested to express an interest in this market testing exercise by sending an email to martin.pursey@greaterhuddersfieldccg.nhs.uk. The deadline for submitting a response is 3pm on 29th January 2018. Your response must include details about your organisations technical capability and previous experience of delivering within this service area, including, but not limited to NHS 111 and Clinical Assessment Services and the operational and technical links into other services.
