We spoke to Mark Wardman, who has confirmed access to the original survey data and survey design. Mark also served as expert advisor on the Highways England 2017 Surface Quality Stated Preference Pilot Study, which means he will be able to reflect the lessons learnt from that project in this new work. The combination of personal expertise and data access mean that there is unlikely to be an alternative supplier able to meet the requirements of this project in a cost-effective way.
