## Summary

The Foreign Commonwealth and Development Office is seeking third-party monitoring services for the Building Peace and Security in Iraq programme through an Early Market Engagement. This tender falls under the industry category of foreign economic-aid-related services, with the procurement stage currently at the planning phase. The engagement end date is set for 7th March 2023, and interested organisations, both national and international, are encouraged to participate.

This tender presents an opportunity for organisations experienced in delivering programmes in fragile and conflict-affected states to engage with FCDO. The preferred delivery sourcing vehicle is through a commercial contract. Particularly suited businesses include those with access challenges experience. FCDO aims to consult on various topics, including market interest assessment, supplier discussions, and program mobilisation timelines. A competitive tender for this service is expected within the first six months of 2023.

## Notice

At this stage, the aim of the EME is to discuss the service requirement and potential routes to market. FCDO is keen to ask the views of the market regarding the most effective means of delivering the programme's objectives and service outputs, including the best management approach. We would welcome the participation of both national and international organisations, across both the for-profit and non-profit sectors. Currently our preferred delivery sourcing vehicle would be through a commercial contract. We would particularly welcome input from those with experience in delivering programmes in fragile and conflict-affected states with access challenges. FCDO aims to consult on the following topics: - Assessing levels of market interest and capability to bid for this Programme. - Creating an opportunity for an exchange of questions and answers between FCDO and potential suppliers. - Levelling the playing field and providing key information to the marketplace. Items for discussion during the EME include: - Market views on the best commercial approach to procure the required services. - How would such a programme be best managed? - Market views on the timelines required for programme mobilisation. FCDO is likely to undertake a competitive tender for this service in the first 6 months of 2023.
