## Summary

National Highways Limited procured development consultancy services for the A12/A14 Copdock Interchange near Ipswich. The interchange is a strategic junction linking the A12 and A14, with connections towards London, the East Coast, the Midlands and the port of Felixstowe. The requirement covers a gap analysis of existing scheme information to support planning for PCF Stage 2, agreement of the scheme’s strategic drivers, development of a contract-specific scope for appointing a technical adviser through the SDF Framework, and preparation of a detailed scope for traffic data collection. The work relates to a paused road improvement scheme being considered within the pipeline for future road investment. Delivery covers the United Kingdom and the scheme location at Copdock Interchange, serving Ipswich, its Park & Ride site, retail area and regional sixth-form college.

The procurement has been awarded. National Highways Limited used a selective call-off from a framework agreement for this services requirement. AtkinsRéalis Jacobs Joint Venture was awarded the contract on 5 August 2026 for £98,042.99 including the stated currency of GBP. The contract period runs from 6 August 2026 to 30 November 2026. The tender submission deadline was 22 July 2026 at 19:00. The procurement is recorded as complete, and the award is active. The requirement was treated as a single package covering the interchange gap analysis, strategic-driver work, SDF Framework technical-adviser scope and traffic-data-collection scope. The published procurement category is services, with development consultancy as the classification. The award information identifies one successful supplier.

This opportunity shows demand from National Highways for specialist consultancy supporting major strategic-road schemes through planning and development stages. Suppliers well placed for similar work would need experience reviewing and consolidating complex scheme information, identifying gaps before a later design or assessment stage, and translating transport objectives into clear strategic drivers. Relevant capability also includes preparing framework-compliant scopes for technical advisers and defining robust traffic-data collection requirements. Credible competitors would benefit from knowledge of National Highways’ Project Control Framework and Strategic Development Framework, together with practical understanding of junction performance, congestion, collision risk, route planning and public infrastructure investment. The requirement was marked as suitable for SMEs and voluntary, community or social enterprises, although the selected supplier was a large joint venture, indicating that smaller firms may need focused expertise or complementary delivery partners.

## Notice

"The A12 / A14 Copdock Interchange is the key Strategic Road Network (SRN) junction serving Ipswich. It connects the A14 with the A12 towards London and towards the East Coast. Locally, it provides access to the town's main Park & Ride site, out-of-town retail park and regional Sixth Form College. The scheme will reduce journey times and congestion on the strategic routes connecting the Southeast, Midlands East, Anglia and, particularly, the port of Felixstowe. Congestion and safety concerns at A12 / A14 Copdock Interchange were identified in Route Strategy reports from March 2017 and April 2014, with the junction experiencing high collision clusters and severe queuing during peak periods. Initial Stage 0 work in 2018 recommended options for improvements and as a result, work commenced to develop a scheme under Road Investment Strategy 3 (RIS3) Pipeline Port Access scheme. A number of possible solutions were considered during PCF Stage 1 and two options were then taken forward into PCF Stage 2. A non-statutory public consultation held in the autumn of 2021 and following the consultation, further assessments and consideration of alternatives was undertaken. A recommended option was selected, which was still subject to approvals, for a Preferred Route Announcement (PRA). In the Autumn of 2022, the decision was made to pause the A12 / A14 Copdock Interchange project. Scheme has been included in RIS3 as part of the pipeline of potential schemes for RIS4. The Client's objectives for this contract are to: - undertake a gap analysis of existing scheme information to support the planning of PCF Stage 2 of the A12/A14 Copdock Interchange scheme - agree the Strategic Drivers for the scheme - enable development of the SDF Framework contract specific scope for the appointment of a Technical Advisor through the SDF Framework - prepare a detailed scope of work for traffic data collection to enable data collection to be undertaken in October 2026.
