## Notice

The Emergency Services Mobile Communications Programme (ESMCP) is a cross-government, multi-agency Programme sponsored by the Secretary of State for the Home Department ('Authority') to deliver the Emergency Services Network (ESN). The ESN will deliver integrated critical voice and broadband data services to all three Emergency Services ("3ES") and Sharers throughout Great Britain with national coverage, resilience and security. On 20 January 2016 an OJEU Contract Notice was issued (through an open procedure) to establish a framework of Acquire, Design and Build ('ADB') contractors, to provide remote infrastructure sites - incorporating masts, cabins, cabinets, fenced enclosures, establishment of power and access, in order to extend the current coverage of ESN. A framework of five 'Framework Suppliers' was established to deliver these Sites. On 1 July 2016 the Authority issued an invitation to all Framework Suppliers to participate in a 'Further Competition' to appoint a supplier from the framework to deliver an estimate of 230 Sites against identified and discrete requirement in; * Lot 1 (Scotland and Borders); and * Lot 2 (England and Wales) Framework Suppliers were given the opportunity to bid for either Lot or both Lots, with each bid being capable of acceptance in its own right. The outcome of the Further Competition procurement following evaluation for Lot 2 is as follows: * LOT 2 - Lend Lease Construction (Europe) Limited (formerly trading as Lend Lease Construction (EMEA) Limited) The estimated budget for the Acquire and Design element for each Lot is PS2M, however the Build element will only be informed later in the process.
