## Notice

The London Borough of Newham is issuing this notice to alert the market about launching the Healthy Lives Dynamic Purchasing Vehicle Onboarding for Category 1 and Category 2. Local authority and health partners comprising the North East London Integrated Care System (NEL ICS) have the option to utilise the Healthy Lives Dynamic Purchasing Vehicle. The onboarding will be for the below two categories 1. Specialist Smoking Cessation Service 2. Specialist Tier 2 Weight Management and Movement Service It is intended the service for Categories 1 & 2 will be procured this financial year with an estimated contract start date of 1st April 2023. Newham's Health and Wellbeing Strategy, 50 Steps to a Healthier Borough, outlines the ambition of the Council and NHS to deliver a paradigm shift in the health of residents. Delivering against this ambition will require a plan that enables residents to change behaviours and make healthier choices while also addressing resource inequities. The approach is characterised by the expression 'one size does not fit all', reflecting insight gathered through co-design with residents where factors such as choice, motivation, culture, community and resource inequity are highlighted as significant issues in changing behaviours and habits. Central to the Healthy Lives Dynamic Purchasing Vehicle is the importance of understanding and addressing the inter-connection between children, families and adults. Focusing on children or adults in isolation is unlikely to deliver the required improvement in outcomes required, because positive behaviour change at an individual-level can be helped or hindered through the family environment. - Category 1: Procurement of a specialist smoking cessation service on a 3+2 year contract with a core budget of up to PS249,000 per year (maximum PS2,490,000 over the full ten-year term of the DPV). - Category 2: Procurement of a specialist 'tier,-2'[2] weight management and movement service on a 3+2 year contract with a core budget of up to PS425,000 per year (maximum PS4,250,000 over the full ten-year term of the DPV). - Use of Category 3 (Community-Based Projects for Health & Wellbeing) for procurement of services of variable contract lengths over the initial term of the p-DPS, with an indicative maximum core budget for the Council of up to PS586,000 per year (maximum PS5,860,000 over the full ten-year term of the DPV). - Use of category 4 (Addressing Resource Inequality) for procurement of services over the initial term of the contract to address resource inequality related to access to existing health and wellbeing services as set out in this report. Category 4 has an indicative maximum budget for the Council of up to PS245,000 per year (maximum PS2,450,000 over the full ten-year term of the DPV). Additional information: The Healthy Lives DPV aims to strike an important balance between ensuring there is specialist resource available while also harnessing the power of the community, voluntary and faith sector. This will be implemented through the Council's in-house Well Newham Hub: a new 'single point of access' vehicle for developing pathways to and from the services within the Healthy Lives DPV. The aim is to commence the first tranche of contracts within the Healthy Lives Dynamic Purchasing Vehicle from April 2023. Contract lengths may vary, but initial contract terms of 3+2 years are envisaged for providers of services within Categories 1 and 2. Mini competitions will be held on the basis of 70% Quality and 30% Price for Category 1 & Category 2. For future mini competitions, flexibility has been allowed to vary the quality/price ratio by 15%, details of this will be set out in the mini competition documents. A more detailed timeline for the staged procurement process is in development and will be published to the market in due course.
