## Summary

The West Midlands Combined Authority has completed the procurement process for the "Social Economy Business Support (SEBS)" programme, which falls under the industry category of Business Development Consultancy Services (CPV 79411100). This tender was for services to be delivered in the West Midlands, United Kingdom. The procurement stage is at Award, with Aston University selected as the supplier. The contract, valued at £155,522.5, commenced on 27th January 2026, running till 31st March 2026. The procurement method adopted was a limited competitive quotation, designed to engage small and medium-sized enterprises (SMEs), aligning with the contract's focus on enhancing business skills for Social Impact Economy organisations.

This tender presents substantial opportunities for businesses specialising in consultancy and training services, particularly those capable of supporting nascent social economy organisations with financial and business planning, as well as sales and marketing strategies. SMEs in the consultancy sector, particularly those experienced with non-profit trading organisations such as social enterprises, community businesses, cooperatives, and charities, would find themselves well-suited to compete in such tenders. The programme not only aims to promote sustainability and job creation but also seeks to reduce the dependency on grants, providing growth avenues for both the participating organisations and the service providers involved.

## Notice

The successful supplier will deliver a learning programme and administer grant incentives to a minimum of 70 Social Impact Economy organisations ("Participants") who are in the early stages of their development (i.e., less than 2 years old and with a turnover below PS100k per annum). Participants must operate in the Social Economy as a not-for-profit trading organisation (e.g., Social Enterprise, Community Business, Cooperative, Charity, etc). This programme will increase business skills (e.g., business and financial planning, sales & marketing etc) of Participants, leading to improved sustainability, increased trading income, reduced dependency on grants, job creation and greater social impact.
