## Summary

The Home Office has issued a tender titled "Migration Advisory Committee Housing Project," seeking researchers or research teams to investigate the impact of migration on housing in the UK under the CPV classification "Design and execution of research and development." The tender is currently in the amendment stage with key deadlines, including the tender period ending on 13 May 2025 and the contract period spanning from 14 July 2025 to 31 March 2026. The research will be conducted under two funding pots: a literature review with a budget cap of £15,000 and open projects with a budget cap of £60,000. This procurement process is open, following the below-threshold procedure, and is inclusive of SMEs and VCSEs. The relevant documents and communication are managed through the Home Office eSourcing Portal, Jaggaer.

This tender presents significant opportunities for organizations specialising in social research services and those interested in contributing to the understanding of migration's effect on housing. Successful bidders will have the freedom to determine their research delivery methods and outline their approaches explicitly. The available funding allows both individual and multiple project bids, creating opportunities for flexible research arrangements and increasing the chances for diverse business growth. Organizations, nationally and internationally, involved in social research, economic analysis, and housing market studies will find this project well-suited to their expertise and capabilities, enabling them to deepen their footprint and contribute valuable insights to UK housing policy development.

## Notice

The Migration Advisory Committee (MAC) seeks to procure researchers/research teams to fill crucial evidence gaps in the MAC's understanding of the impact of migration on housing in the UK. There are two funding pots for Projects 1 and 2. The first is for a literature review, with a ceiling of PS15,000, with which we intend to award one project. This literature review covers the causal link between migration and housing (prices, rent etc.) in relevant developed economies and implications for the UK context. The second is for a more open project(s) exploring the impact of migration on house prices in the UK, with a ceiling of PS60,000, with which we intend to award up to 2 projects. Bidders may bid for projects in one or both pots. How the project is delivered is to be determined by the successful bidders. The bids themselves should outline how the bidder aims to deliver the project. We have an obligation to be open, fair, and transparent with the funding but have no preferred analytical method to be adopted for the research proposed and will evaluate each bid according to its merits based on the evaluation criteria stated within the Instruction to Bidders. The research must be completed by March 2026 Additional information: This award is for any legal entity or organisations, both national and international (but note if international then all correspondence pertaining to this competition and subsequent award must be in English, and all payment will be in pounds sterling). This is an online competition managed via the Home Office eSourcing Portal, Jaggaer. If you are interested in finding out more about this opportunity below is a guide on how to register, if you are not already a Home Office Jaggaer account holder, as you must be registered to gain access to the competition and its documentation on the Jaggaer.
