## Summary

The Queen Elizabeth Hospital King's Lynn NHS Foundation Trust is procuring an integrated hospital design, pre-construction and construction programme for the New QEH Scheme in King's Lynn. The scope covers early constructability and advisory services, pre-construction work, and staged design and construction of hospital facilities. It also includes associated technical planning, architectural and engineering services, project management, mechanical and electrical installations, building services, demolition, roads, car parking, landscaping, environmental planning, software and systems implementation. The main category is works, covering construction of buildings for health and social services. Delivery is at the New Queen Elizabeth Hospital site in King's Lynn, Norfolk.

This procurement has been awarded following a competitive dialogue and collaborative allocation process under the Hospital 2.0 Alliance Framework, using a selective framework call-off. The award date was 30 July 2026. The contract was awarded to SKANSKA CONSTRUCTION UK LIMITED for £841,000,000. The contract period runs from 3 August 2026 to 2 August 2031. The published call-off value for the procurement is £1,871,235, representing Stage Zero Services; these comprise early constructability and advisory work. Stage One pre-construction services and Stage Two design and construction works are subject to further Notices to Proceed and NHS Trust and New Hospital Programme approvals and governance. The opportunity is not reserved for SMEs or voluntary, community and social enterprises.

This award indicates substantial, multi-stage demand from The Queen Elizabeth Hospital King's Lynn NHS Foundation Trust for major hospital development delivered through an integrated alliance model. A credible future supplier would need proven capability in complex healthcare construction, design coordination and pre-construction planning, together with the capacity to manage works through staged approvals and governance. Relevant strengths include hospital facilities delivery, technical and project management services, mechanical and electrical engineering, building services, construction logistics, demolition, roads, landscaping, environmental planning and systems implementation. The scale and breadth of the requirement favour large, well-resourced organisations able to coordinate specialist supply chains and maintain delivery across design, advisory, construction and commissioning-related activities.

## Notice

NHS England (NHSE) has concluded a competitive dialogue procurement under the Public Contracts Regulations 2015 for the establishment of the Hospital 2.0 Alliance Framework ("H2A Framework") and the Hospital 2.0 Alliance Agreement. These two instruments form the basis of a multi-supplier integrated delivery model created to deliver the New Hospital Programme (NHP). The H2A Framework provides the mechanism for NHS Trusts to award Call-Off Contracts for schemes forming part of the New Hospital Programme using a Model Call-Off Contract. The Hospital 2.0 Alliance Agreement establishes the collaborative enterprise environment for NHSE, the Trusts, and the appointed H2A Contractors to foster alliance working and standardise design and delivery across the programme. Following completion of the collaborative allocation process in accordance with the terms of the H2A Framework as procured and awarded, The Queen Elizabeth King's Lynn NHS Foundation Trust "the Trust" is now awarding the Call-Off Contract for the New QEH, utilising the H2A Framework and the Model Call-Off Contract. The value of the Call-Off Contract given in this notice reflects the estimated value of the Scheme for all stages. The terms of the Call-Off Contract provide for the services and works to be performed in stages pursuant to the terms of the Model Call-Off Contract. Stage Zero Services comprise all the early constructability and advisory works to be completed in Stage Zero as set out in Scope S215 (Stage Zero Services), and all other work, services and actions which the Call-Off Contract requires the Contractor to do during Stage Zero, with an estimated value of PS1,871,235.00. Stage One Services comprise all the pre-construction works to be completed in Stage One as set out in Scope S200 (Stage One Services), and all other work, services and actions which the Call-Off Contract requires the Contractor to do during Stage One. Stage Two Works comprise all the remaining design and construction works forming part of the Scope to be carried out during Stage Two, including all tests, services and actions which the Call Off Contract requires the Contractor to do during Stage Two. Progression from Stage Zero to Stage One and from Stage One to Stage Two is conditional on the relevant Notice to Proceed, the Trust and New Hospital Programme's approvals/governance.
