## Summary

Kier Transportation – CP7 NWC is procuring civil engineering works for Manchester Airport station to increase platform capacity and accommodate longer trains. The scheme supports improved capacity and resilience in the Manchester rail network while allowing existing train services to continue under double-stacking arrangements. The work package covers foundations and substructures for overhead line equipment, king-post retaining walls, and associated civil engineering, including trough routes, small concrete foundations, under-track crossings and signage. The wider station remodelling could involve adding or extending platforms, or providing a new turnback facility; the stated package focuses on the civil engineering scope. The work is at Manchester Airport station in Greater Manchester.

The buyer invited offers at the tender stage. The stated submission deadline was 22 October 2026 at 09:00 UK time. The planned contract period runs from 27 March 2027 to 18 April 2028. The estimated value is £500,000 to £1,000,000. This is a works procurement. The contracting information describes one package, covering overhead line equipment foundations and substructures, retaining walls and ancillary civil engineering. Small and medium-sized businesses are identified as suitable to take part. The information provided does not set out the procedure, enquiry deadline or evaluation basis.

This opportunity is suited to civil engineering contractors able to deliver railway infrastructure work at an operational station. Relevant capabilities include constructing overhead line equipment foundations and substructures, king-post retaining walls, and ancillary works such as trough routes, small concrete foundations, under-track crossings and signage. The wider project aims to support platform arrangements for longer trains and continued train services, so suppliers with experience working around railway assets and coordinating infrastructure works would be well placed. Small and medium-sized businesses are identified as suitable. The stated work package gives potential bidders a focused civils scope within a station capacity and resilience scheme.

## Notice

The planned introduction of longer train services to the Airport in response to future demand growth will mean that double stacking arrangements of trains as currently used will no longer be viable. Through the project's Delivery Steering Group, Northern and TransPennine Express have carried out analysis which has identified that additional platform capacity is needed at the airport in order to realise the full benefit of longer train services serving the airport. The scheme is part of a package of proposed measures in the Manchester area that are being designed/planned to boost capacity and resilience, emanating from the Cross Manchester Capacity and Reliability Improvement Study. Improving the operation of train services in the centre of Manchester and providing further capacity at Manchester Airport station, aligns with the strategic aims of Network Rail, TfGM, TfN and the wider industry. This project in in Tranche 1 of the Manchester and North West Transformation Programme (MNTP): A remodelling of the station at Manchester Airport, specifically a platform addition or extension of multiple platforms, or provision of a new turnback facility, will be essential to accommodate the planned implementation of longer rolling stock services. The redevelopment of these platforms will enable permissive working of two 6x24m (144m) trains, in two of the four platforms at the Airport Station. This will allow for the unaltered retention of all existing TOC services both originating and terminating at the Airport Station under 'double-stacking' conditions. The scope areas for this package are as follows: - OLE Substructures & Foundations - King Post Retaining Walls - Ancillary Civils (Inclusive of but not limited to; Trough routes, small concrete foundations, UTX's and signage).
