## Summary

Homes England is seeking a construction partner for the Homestead Link Road (HLR) project in South West Rugby. This tender, valued at £22.5 million, involves constructing a 2km all-traffic single carriageway link road, new junctions, realigned side road accesses, and associated green infrastructure to unlock a development set to deliver 5,000 new homes, schools, employment land, and a neighbourhood centre. It follows the Restricted procedure, with the tender stage closing on 4th October 2024, and the planned contract period running from 7th July 2025 to 25th February 2028. The project will be located in Rugby, England, under CPV classifications for ground-drainage work, construction work for highways, and landscaping.

This tender presents substantial business growth opportunities, particularly for companies specialising in highway construction, utilities installation, and landscaping. SMEs are encouraged to participate, making it a viable opportunity for smaller companies aiming to scale their operations by engaging in large-scale infrastructure projects. The extensive scope, including utilities diversions, ecological mitigation, and creation of public open spaces, ensures that a range of suppliers can compete, from those providing civil engineering expertise to specialists in ecological and landscaping services.
