## Summary

The public procurement process pertains to the Independent Child Trafficking Guardians initiative, managed by ATAMIS LTD, with a focus on delivering welfare services for children and young people. This contract, valued at £3.8 million, covers Early Adopter sites across various regions, including the West Midlands, East Midlands, Wales, Hampshire and the Isle of Wight, Greater Manchester, and Croydon. The contract period runs from 1 April 2021 to 31 January 2023, following the awarding of the tender on 11 January 2021. This procurement process is currently in the award stage and was initiated as a response to the Modern Slavery Act 2015.

This tender offers substantial opportunities for organisations specialising in child welfare services, particularly those that can demonstrate expertise in safeguarding and advocacy for vulnerable children. Businesses with a track record in similar service provision, including large-scale charities and non-profit organisations, would be particularly well-suited to compete. Engaging in this initiative not only allows for potential revenue growth but also contributes positively to addressing child trafficking issues within the UK, reflecting a commitment to social responsibility.

## Notice

In 2015, the UK Government introduced the landmark Modern Slavery Act, giving law enforcement agencies the tools to tackle modern slavery, including maximum life sentences for perpetrators and enhanced protection for victims. Section 48 of the Modern Slavery Act 2015 includes provision for Independent Child Trafficking Guardians (ICTGs), previously known as Independent Child Trafficking Advocates, in England and Wales. ICTGs are an independent source of advice for children who are identified as potentially trafficked and somebody who can speak up on their behalf. The Government remains committed to the continued national roll out of ICTGs which is now progressed as part of the recently established National Referral Mechanism (NRM) Transformation Programme. The ICTG service is currently available in one third of local authorities in England and Wales. This grant funding will cover the continuation of the delivery of the ICTG service in the Early Adopter Sites: West Midlands, East Midlands, Wales (all counties), Hampshire and the Isle of Wight, Greater Manchester and the London Borough of Croydon.
