## Summary

Palladium International Limited, through the UK PACT programme, is seeking technical assistance for Uganda’s Electricity Regulatory Authority. The assignment concerns commercial and industrial captive renewable energy: renewable power generated for businesses on the customer side of the electricity meter. The supplier will build evidence on market demand, existing captive generation and grid capacity; review Uganda’s regulatory framework and international practice; and develop measures to enable investment. Expected outputs include recommendations for a mid-tier regulatory framework, updated settlement and implementation guidance, standard commercial documentation and financing pathways to improve project bankability. The work will support ERA, the Ministry of Energy and Mineral Development, and electricity distributors UEDCL, WENRECO and KIS. Delivery is in Uganda. This is a services opportunity covering energy, environmental engineering and related research consultancy.

The procurement has reached tender: the buyer has invited offers through an open procedure above the applicable threshold. Applications must be submitted by 21 September 2026 at 17:00 UK time. The planned contract period is 1 November 2026 to 30 October 2027. The estimated contract value is £350,000. The requirement is suitable for small and medium-sized enterprises and voluntary, community or social enterprises. The assignment is intended to produce regulatory and market-enabling solutions that increase private-sector investment in captive renewable energy, reduce reliance on diesel generation, improve energy security and strengthen grid resilience. The opportunity is presented as a single requirement, with no separate lots identified. Suppliers are invited to submit proposals for the full technical-assistance assignment.

This opportunity suits energy, renewable-power, electricity-regulation and environmental consultancy firms with the ability to combine market analysis, regulatory review and practical policy design. Relevant capability includes assessing commercial and industrial energy demand, captive generation, grid capacity and investment barriers, then translating findings into implementable regulation, settlement guidance and standard commercial documents. Suppliers should be able to work with a national energy regulator, government ministry and electricity distributors, and to develop financing approaches that improve project bankability. The buyer welcomes qualified suppliers or consortia, making the requirement relevant to specialist firms that can combine technical, regulatory, financial and market expertise. It may suit SMEs and voluntary, community or social enterprises with credible experience in energy-sector technical assistance and stakeholder engagement.

## Notice

The UK Government's Partnering for Accelerated Climate Transitions (UK PACT) programme is inviting proposals from qualified suppliers or consortia to deliver technical assistance to Uganda's Electricity Regulatory Authority (ERA). Uganda's electricity sector is predominantly powered by renewable energy and demand is growing rapidly. However, uptake of commercial and industrial (C&I) captive renewable energy remains limited due to regulatory gaps, insufficient market data, and barriers to investment. This is particularly significant given the growing role of behind-the-meter renewable energy as a means of reducing diesel reliance, improving energy security, and supporting economic growth. The assignment will support ERA, in partnership with the Ministry of Energy and Mineral Development (MEMD) and electricity distributors UEDCL, WENRECO and KIS, to strengthen the enabling environment for C&I captive renewable energy. The work will establish an evidence base on market demand, existing captive generation and grid capacity, review Uganda's regulatory framework and international best practice, and develop targeted regulatory and market-enabling solutions. Key outputs are expected to include recommendations for a mid-tier regulatory framework, updated settlement and implementation guidance, standardised commercial documentation, and financing pathways to improve project bankability. The project aims to increase private-sector investment in captive renewable energy, accelerate deployment, reduce dependence on diesel generation, and strengthen Uganda's energy security and grid resilience. Interested suppliers are invited to review the documentation provided in this notice, and submit their applications to: targetedfund@ukpact.co.uk
