## Summary

National Highways Limited, based in Birmingham, England, has completed the procurement process for the "S30069 Signal Setting Rules Safety Risk Assessment" project, classified under development consultancy services (CPV Code 73220000). This award was accomplished using a selective procurement method, specifically a call-off from a framework agreement. The project focuses on assessing modifications to the minimum off time of speed signals within the strategic road network, addressing potential anomalies with systems such as HADECS and MIDAS. The total contract value is £150,000, with an award amount of £125,085.44 allocated to the supplier Atkins Jacobs Joint Venture. While the tender period concluded on 9th March 2026, the contract period commenced on 11th March 2026 and will run until 30th April 2026, extending across various regions including the British Oversea Territories, Channel Islands, Europe, Isle of Man, Rest of the World, and the United Kingdom.

This tender presents a significant opportunity for businesses specialising in development consultancy services, particularly for SMEs. The focus on enhancing customer service and ensuring road safety within the strategic road network implies potential for innovation in speed signal settings and related technologies. Businesses adept in this sector can leverage their expertise to develop solutions that align with National Highways' vision of an integrated transport system that contributes to economic prosperity and social value. Given the project's reliance on advanced algorithm and system reconfigurations, companies with experience in digital road strategies and net-zero initiatives will find this contract particularly relevant to expand their portfolio and influence within the public procurement landscape.

## Notice

National Highways Connecting the Country vision is that the strategic road network (SRN) is part of a seamlessly integrated transport system that meets our customers' needs by connecting the country safely and reliably, delivering economic prosperity, social value, and a thriving economy. It brings together our existing strategies including Route strategies, Net zero highways, Digital roads and Customer service. Providing consistent signalling to customers is imperative to ensure customer service and deliver safety. This project will seek to provide enhanced customer service whilst maintaining safety risk as low as reasonably practicable. This is a vital part of the set of options to resolve the anomaly with HADECS and MIDAS systems. The scope is to investigate whether the minimum off time of speed signals on the strategic road network could be altered. The SRA will consider the possible new values that could be considered safe and preferably provide a "safe operating range" that the various systems can operate to (or can be reconfigured to operate to). The assessment will need to consider if there is a universal figure for all types of speed signal or if it varies dependent on the algorithm or the purpose of the speed limit displayed.
