## Summary

The Department for Environment, Food & Rural Affairs has awarded a research and development consultancy contract titled "RDE563 Understand the impact on the UK of introducing an obligatory payment" with a value of £68,984.66 to ICF Consulting Services Limited. This procurement falls under the industry category of Research and development consultancy services and followed a selective procurement method involving a call-off from a framework agreement. The tender period ended on 29th April 2024, and the contract spans from 3rd June 2024 to 31st July 2024.

This tender opportunity by the Department for Environment, Food & Rural Affairs is suited for businesses interested in the research and development consultancy services sector. Small and medium-sized enterprises (SMEs) and voluntary, community, and social enterprise organizations (VCSEs) are encouraged to participate, offering a chance to contribute to the understanding of financial benefit sharing mechanisms in the UK economy. Businesses with expertise in economic impact assessment and engaging with stakeholders would find this opportunity particularly relevant for potential business growth.

## Notice

The aim of this research commission is to compare different financial benefit sharing mechanisms and permutations within those mechanisms in terms of payment trigger points for companies. The applications, risks, and implications of these options on different market participants are expected to be explored through the research. This will involve engagement with relevant stakeholders to understand and evidence likely impacts of each benefit sharing mechanism as well as desk-based research to estimate the size of these impacts. The research is expected to identify, appraise, and monetise the economic impacts on the UK economy associated with the introduction of different financial benefit sharing mechanisms on DSI-dependent industries in the UK. The research will also identify, appraise, and monetise the economic impacts on other key stakeholders including Public Sector bodies and Civil Society. This research will add to the UK's evidence base ahead of the Second meeting of the CBD's Ad Hoc Open-ended Working Group on Benefit-sharing from the Use of DSI in August 2024.
