## Summary

The procurement process titled "Applying Earth Observation to assess UK land use change" was conducted by the Department for Business Energy and Industrial Strategy (BEIS), focusing on research services within the environmental industry. This tender, which has reached the award stage, was aimed at assessing the feasibility of employing Earth Observation methods to monitor land use changes across the UK. The tender period for submissions ended on 19 January 2017, with the contract commencing on 1 February 2017 and concluding on 31 May 2017. The total contract value is £135,000, and the procurement method used was an open procedure, which allows any interested parties to submit their proposals.

This tender presents significant opportunities for businesses engaged in research, environmental monitoring, and related technology sectors. Companies with expertise in remote sensing, particularly those able to tackle the challenges presented by varying sensor resolutions, would be well-positioned to compete. The procurement breaks down into three lots, pertaining to different sensor technologies, thus enhancing the potential for diverse suppliers, including small and medium-sized enterprises (SMEs) and voluntary and community sector organisations (VCSEs), to participate and contribute innovative solutions to track land use changes in an environmentally sustainable manner.

## Notice

Tenderers are invited to set out proposals to assess the feasibility of using Earth Observation (remote sensing data in combination with reference data) to track land use change in the United Kingdom over time. This work aims to support a decision by BEIS to develop a more accurate and repeatable way for the UK to track land use change in its greenhouse gas (GHG) inventory. The work is: *to assess the feasibility of methods of using Earth Observation to track UK land use and land use change over time; and *to develop a costed roadmap for delivering an operational system for tracking land use and land use changes in the UK from 1990 onwards suitable for incorporation in the inventory. The work will be tendered as three (3) lots. *Lot 1: Coarse resolution optical sensors (>250m resolution) *Lot 2: Medium resolution optical sensors (10-80m resolution) *Lot 3: Synthetic Aperture Radar (SAR) sensors and SAR+optical data fusion
