## Notice

The objective has been to highlight the most probable and significant consequences for programmes and apply judgement to produce a directional view of the potential impact on performance. The Agency does not currently have the capability to perform more sophisticated bottom-up modelling, and there is always a risk of spurious accuracy, given the range of factors at play.
