## Summary

The procurement process initiated by National Highways Limited, based in England, involved a selective tender for development consultancy services under the title "S30028 TRST3079 HGV Lorry Parking Survey". The tender aimed to establish a methodology for assessing lorry parking supply and demand across England, focusing on the Strategic Road Network and potentially the Major Road Network. The contract period commenced on 2nd December 2025 and is scheduled to conclude on 30th April 2027. WSP UK Limited, a large enterprise, was awarded the contract valued at £344,755.10. The procurement method utilised was a call-off from a framework agreement, reflecting a structured approach to supplier selection.

This tender offers significant opportunities for businesses experienced in development consultancy services, particularly those with expertise in transport infrastructure and analytics. While WSP UK Limited secured the contract, similar future tenders may benefit small and medium-sized enterprises (SMEs) familiar with logistical assessments and policy impact analyses. The project's scope, which involves both immediate and seasonal variations in lorry parking, suggests that firms adept in data analysis and strategic transport planning would be well-suited to compete in similar contracts, underpinning growth in the consultancy sector through engagement with government-led initiatives.

## Notice

The key objectives of this project are to establish and describe a transparent methodology for assessing supply and demand of lorry parking and to use that methodology to produce an accurate assessment of lorry parking supply and demand in England. This information will be used to inform policy development, as well as providing evidence of need that can be used in planning applications for new or expanded lorry parking facilities. This project will replicate and build on previous research undertaken in 2010, 2017 and 2022. The study has four key research objectives: 1. To establish and describe a transparent and reproducible methodology for assessing supply and demand of lorry parking. 2. To audit current supply and demand of lorry parking in England, specifically within 5 kilometres of the Strategic Road Network (SRN), over the calendar month of March 2026. a. We are also interested in proposals that provide options to extend this audit to part of the Major Road Network (MRN). 3. To quantify existing provision of facilities and current technologies (see Task 2 below for more detail). 4. To supplement (2) and (3) with further audits of strategically-selected areas over 12 months to better understand seasonality effects on sufficiency of supply of and demand of for lorry parking in England, including regional variation in seasonal fluctuations.
