## Notice

NHS Tower Hamlets CCG (under delegated commissioning on behalf of NHS England) is seeking to procure one or more high-quality provider(s) to deliver GP Primary Medical Services and additional services as specified below, under two 5+ 5+ 5 (15 max total) years APMS Contracts from 1st October 2021, delivered from the sites as defined below for the two contracts. This is a Prior Information Notice to notify potential providers of the future procurement and to allow providers with sufficient opportunity to become accredited providers on the NHS England APMS PDPS (see details below) in order to participate in the upcoming procurement process. Contract value figures are based on the current list size and local network improved services Tower Hamlets CCG intends to procure this contract via the NHS England National APMS Pseudo Dynamic Purchasing System (PDPS). In order for providers to bid for this contract, they must be an accredited provider on the PDPS. This accreditation can be gained by applying to join the PDPS - please refer to the instructions at the following link. https://www.contractsfinder.service.gov.uk/Notice/6f4aae1b-7289-4b78-88eb-f5d36757f21c It is currently envisaged that the procurement will be published via a further competition on the national PDPS in early February 2021. In order to ensure that applicants have their application submissions to join the PDPS evaluated in time for inclusion in the further competition, they should submit their PDPS applications as soon as possible and, in any event, before 18th December 2020. Applications received after this date may not be evaluated prior to the further competition publication in February 2021. For the avoidance of doubt, if the CCG elects to use the PDPS to manage this procurement (as is the current intention) only those organisations accredited on the PDPS will be invited to participate in the procurement. When the ITT is published, a bidder may submit tenders for one or both Lots. A bidder will not be awarded more than one Lot. The cap is being proposed to * ensure there is plurality of provision in the borough to enable a comparison of service outcomes * promote service resilience and preserve competition in the borough Please direct any questions to the following email address: nelcsu.apms.pdps@nhs.net Additional information: Lot 1: The Barkantine Practice - a single APMS contract for the delivery of: * Primary Medical Services * Tower Hamlets Pilot Patient Access Specification, to improve patient access to primary care services Registered list of 23,707 patients (weighted list 20,143.92). To be delivered from the practice's existing single site at 121 Westferry Road. The area is subject to significant ongoing population growth. The Provider will be required to be a member of the local Primary Care Network and work collaboratively to deliver Network-wide services to the local population Lot 2: St Andrews Health Centre and St Paul's Way Medical Centre- a single APMS contract for the delivery of: * Primary Medical Services to two newly merged lists with a combined registered list of 28,837 patients (weighted list 28,294) - to be delivered from both the two practices' existing sites at 2 Hannaford Walk and 11 Selsey Street. * Tower Hamlets Pilot Patient Access Specification, to improve patient access to primary care services * Tower Hamlets Population Health Service Pilot: - To improve the clinical needs and wider determinants of health for local population - To improve the development of evidence-based current and new services to meet the needs beyond the scope of core Primary Medical Services - To encourage the co-development and co-design of services with patients - To re-define the relationship with clinicians and patients - To empower and encourage the practice to involve local patients more widely in relevant practice decisions Estimated Contract value Incl. NIS Lot 1: PS39,430,776.35 Lot 2: PS57,555,949.18 The services in the scope of this procurement fall within Schedule 3 to the Public Contracts Regulations 2015 ("the Regulations") which are not subject to the full regime of the Regulations, but is instead governed by the "Light Touch Regime" contained within Chapter 3, Section 7 of the Regulations (Regulations 74 to 77). The Authority intends to undertake a further competition under the existing NHS England APMS PDPS (DPS under the Light Touch Regime) for the subsequent procurement. The process will be conducted in accordance with the requirements and flexibilities provided by Regulations 74 to 76 of the Regulations. The Authority will run a transparent further competition process under the PDPS, treating all Bidders equally. Neither the use of PIN, a Further Competition stage, a DPS, nor the use of any language or terms found in the Regulations, nor the description of the procedure voluntarily adopted by the Authority nor any other indication, shall be taken to mean that the Authority intends to hold itself bound by the Regulations, save those applicable to services coming within the scope of Regulations 74 to 77.
