## Summary

The Leeds City Council is seeking to establish a Dynamic Purchasing System (DPS) for the Leeds Relational Practice, aimed at enhancing social work practices across local authorities in England. This procurement, classified under business and management consultancy services (CPV code: 79400000), is currently in the planning stage, with initial submissions due by 12 noon on 17th August 2020. The successful consultants will engage in organisational reviews and service improvements from 1st September 2020 until 31st March 2024, focusing on supporting approximately 8-16 local authorities annually under the government-funded Strengthening Families Protecting Children programme. The total estimated value for this contracting opportunity is £400,000. The procurement method used is an open procedure.

This tender presents a promising opportunity for businesses specialising in social work consultancy and organisational development. Companies with experience in service design and improvement in the public sector would be particularly well-suited to apply, as they can contribute knowledge to enhance the Leeds approach. In addition to traditional consultants, firms providing innovative practices and restorative solutions may find this contract a viable avenue for growth and collaboration within the public sector.

## Notice

The Leeds City Council Relational Practice Centre (LRPC) works with local authorities across England to share our restorative practice based organisational development, social work practice and improvement strategies. The Centre is currently being funded by central government through their Strengthening Families Protecting Children (SFPC) programme to deliver this work, in addition to individual agreements with local authorities who want to learn more about our improvement journey. The Council is seeking to appoint independent consultants, predominantly social work professionals, to work with the LRPC lead to review working practices within these local authorities to develop and support improvement programmes using the successful Leeds approach to innovation and service design. A Dynamic Purchasing System (DPS) will provide the Council with a pool of suitably qualified and experienced consultants to work with the Programme Director to deliver a programme or package of organisational review / practice improvement with around 5-10 local authorities per year through the SFPC programme, and 3-6 other local authorities who are not part of the SFPC but contract with Leeds City Council for service improvement support. The deadline for initial submissions to join the DPS is 12 noon on Monday 17th August 2020, following the initial deadline the DPS will then be open to applicants for the full duration.
