## Summary

The procurement process pertains to the role of a Senior Associate for Policy Support on the PR Outcomes workstream, facilitated by the Water Services Regulation Authority (Ofwat). The procurement falls under the category of general management consultancy services and was conducted using a selective procurement method, specifically a call-off from a framework agreement. The tender period closed on 12 February 2019, and the award was published on 28 February 2020. The contract is based in the West Midlands and London, with a total contract value of £42,840, scheduled to commence on 1 April 2019 and to conclude on 31 May 2019.

This tender presents an excellent opportunity for consultancy firms, particularly those specialising in management dynamics and policy analysis, to collaborate with Ofwat in shaping key regulatory frameworks. Businesses that are agile and able to navigate complex policy discussions will find themselves well-suited for this procurement. The focus on transferable skills across multiple policy areas means that organizations with diverse consultancy capabilities can effectively compete for this contract and contribute to significant outcomes in the water services sector.

## Notice

This role is intended to provide senior associate-level support within the PR19 Outcomes workstream - for more information on our approach to Outcomes for PR19, please see the PR19 final methodology and the results of the initial assessment of plans, including the technical appendix on outcomes. Whilst we currently expect this role to focus on our review of bespoke PCs and ODIs, due to the nature of the price review and Ofwat's need to be responsive and flexible in reaction to the exact content of companies' business plan submissions, there is the potential for this role to focus on another aspect of outcomes or even be allocated to another workstream within the PR19 programme (in discussion and agreement between Ofwat and the successful contractor). As a result we are looking for transferable skills that could suit multiple policy areas across the price review Following publication of our IAP decisions on 31 January 2019, we will move into the next phase of the price review, working towards draft determinations. You will be part of the team responsible for contributing to these draft determinations. Key roles will include analysing company submissions (including revised business plans submitted in April 2019 by companies whose plans are classified as slow-track or significant scrutiny), presenting findings to colleagues, and potentially taking a lead advising on strategically significant policy issues.
