## Summary

The Staffordshire and Lancashire Commissioning Support Unit is initiating a tender process for Musculoskeletal, Physiotherapy, Pain Management, and Rheumatology Services, with the aim of commissioning an integrated model of care for these health services. The procurement is currently in the planning stage, with a key engagement event scheduled for 27 January 2017 and a full tender expected to follow in mid-February 2017. The current contracts are valued at approximately £12,751,970 per year and are aiming to enhance care quality while generating financial efficiencies. This tender process is aligned with the Light Touch Regime as outlined in the Public Contracts Regulations 2015.

This procurement presents significant opportunities for businesses specialised in healthcare services, particularly those with experience in musculoskeletal and physiotherapy care. Companies able to provide integrated healthcare solutions, as well as those interested in consortium partnerships or subcontracting arrangements, would be well-suited to compete. The involvement of potential Prime Providers and the scheduled networking session on 27 January will provide a platform for businesses to engage directly with the commissioning authorities and discuss the proposed specifications and service delivery models.

## Notice

NHS Greater Preston and NHS Chorley & South Ribble CCGs, following reviews, wish to make the healthcare market aware of their intention to commission a new integrated model of care for MSK, Rheumatology, Pain Management and Physiotherapy. The current contracts in place to meet these requirements are valued at PS12,751,970.00 per year. The CCGs anticipate financial efficiencies from adopting an integrated model through this procurement. The option of adopting a prime provider model to deliver these services is currently favoured by the CCGs although they remain open to other options. Pursuant to national guidance and publications such as the Five Year Forward View (2014), Right Care Commissioning For Value (2016) and the Department of Health's Musculoskeletal Services Framework (2006), the CCGs want to work closely with all interested parties to understand how they could streamline and improve the quality of patient journeys and reduce unwanted variations in service, whilst empowering patients to self-manage their own health as much as possible. The CCGs take seriously their responsibility to provide the best quality care for all patients across their localities. This is reflected in their Operational Plan which drives improvements in quality of care and delivers financial efficiencies. With this in mind, they intend to procure a fully integrated model of care for community MSK, physiotherapy, pain management and rheumatology services to deliver effective diagnosis, treatment and management of both short and longer term musculoskeletal related conditions, it is also the intention that this new service model will cater for those patients with more complex conditions that currently are managed across a range of services. In order to support its thinking with the commissioning of these services and in line with best procurement practice, the CCGs intend to host an event on the 27 January 2017 in order to describe to prospective bidder the vision and proposed procurement process as well as seek views in relation to the specification, contract and financial model. These is ahead of the CCGs moving to full tender in the middle of February 2017. The procurement approach is consistent with the Light Touch Regime as described in the Public Contracts Regulations 2015 and will mirror the Open Procedure. The CCGs are interested in potential Prime Providers attending the event as well as potential partners who might wish to deliver some of the contract as a subcontractor or as a consortium partner to a prime provider. Each event will have a scheduled networking opportunity for providers to discuss these services together and build relationships as well as one on one time with commissioners. Parties interested in attending the events should write directly to Sophie Riding, Procurement Officer at NHS Midlands and Lancashire CSU, at sophie.riding@nhs.net by 12th January 2016 2017.
