## Summary

The West Midlands Combined Authority (WMCA) is conducting a tender for the "RTA Claims Assessment and Revenue Recovery Framework" to establish a framework agreement for the recovery of accident damage claims affecting its highway infrastructure, including bus shelters and stops. This is an open procedure with a maximum duration of four years, beginning on 1st October 2019 and concluding on 30th September 2023. The tender period ended on 7th June 2019, and bids were assessed based on 80% quality and 20% price. The framework will allow up to four suppliers to be qualified initially, with work allocated based on the highest scoring bidders at the original tender stage in Birmingham, England.

This tender presents a significant opportunity for businesses in accident insurance services, especially small and medium-sized enterprises (SMEs) and voluntary, community, and social enterprises (VCSEs) that are focused on service delivery in the public sector. Companies proficient in handling insurance claims and those that can demonstrate flexibility and continuity in service provision will be particularly well-suited to compete. By securing a position on this framework, participating businesses can not only access immediate work but also benefit from potential long-term relationships with WMCA and related public sector organisations.

## Notice

A four year maximum term accident damage claims recovery Framework Agreement for the qualification of either 1, 3 or 4 suitable suppliers. The services required consist of pursuing the recovery of losses as a result of road traffic collisions (RTC's) that damage the West Midlands Combined Authority's (WMCA) highway infrastructure such as bus shelters, information totems, bus stop poles etc. The WMCA is looking for continuity in terms of service delivery and reporting but also flexibility, therefore this framework will be a prioritised framework where each piece of work will be allocated to the highest scoring bidder at original tender stage and if it can't be resourced by that particular bidder then the work will be offered to the second highest scoring bidder and then the third. Additional information: The total value of the framework is not known at contract award stage as this will depend on how much damage takes place over the life of the framework to the WMCA's on-street infrastructure. This is a prioritised framework and the ranking of the three qualified suppliers is as shown below: - Turnamms (1) - Motor Accident Protection Services Ltd. t/a MAPS Legal (2) - Davies Group Ltd. (3) It will be the companies in the ranking above that will be approached in order of 1, 2 & 3 to undertake any work as it arises throughout the life of the framework.
