## Summary

The procurement process involves Norfolk County Council seeking to award a contract for "Resilience Training" aimed at enhancing the capacity of families and key staff in 16 primary schools in Norwich. This project falls under the education and training services category and has a total value of £86,000. The procurement method is identified as an open procedure, and it has now reached the award stage, with an active contract period running from 3rd February 2020 to 30th June 2020. The tender was published on 18th November 2019, and the initial deadline for submission was set for 2nd January 2020.

This tender presents significant opportunities for businesses in the education and training sector, particularly those specialising in resilience training and workshop facilitation. Small and medium-sized enterprises (SMEs) and voluntary, community, and social enterprise (VCSE) organisations with expertise in delivering educational programmes would be well-positioned to compete for this contract. The initiative aims to address high exclusion rates among students and is linked to a collaborative effort under the Norwich Inclusion Charter, making it a socially impactful venture as well.

## Notice

Norfolk County Council wish to award a contract to a provider to deliver the following activities : 1. To deliver resilience workshops to families from 16 primary schools (in Norwich) 2. 30 key staff members from 16 primary schools to receive a resilience training CPD session with the intention to equip them with the skills to deliver training to their Year 5 and 6 students and families themselves in the future. (to be held at 2 off- site training events). Rates of exclusion are high in Norwich, leading to high numbers of students either being educated in alternative provision, or not being in school at all. There is limited understanding of precisely why exclusions are so high relative to the rest of England, however we know that most exclusions are for persistent disruptive behaviour. Anecdotally, one of the indicators of school children in Norwich finding the move to secondary school challenging, is the low levels of resilience to change. This is supported by the findings in the School Health Education Unit conducted in Norwich city schools, (SHEU 2018/19). Exclusions in the Norwich Opportunity Area are also linked to newly transitioned students (Yr 6 - 7). Norwich Opportunity Area has set a target to reduce the 2017 figure by two thirds by 31st August 2020. A "Norwich Inclusion Charter" has been developed in consultation with schools, local partners and the local authority. The Charter represents a shared commitment to collaborate to reduce exclusion in the city and will be supported by a range of interventions funded by the Opportunity Area.
