Opportunity Kent County Council (KCC) is seeking a single supplier of an Optimising Service to enable it to transform the delivery of home to school travel, with particular - though not exclusive - focus on children and young people with Special Educational Needs and Disabilities (SEND). Outcome KCC spends approximately PS33m a year providing transport to and from school/college for about 5,000 children and young people with SEND. The number of passengers and costs continue rising and the successful supplier's solution needs to satisfy both the following criteria: * A meaningful and sustainable diminishing cost of provision of this transport, measured on a like-for-like resource reduction: Drivers, Vehicles and Passenger Assistants The Selection Questionnaire * Maintaining and where feasible improving service quality, measured by impact on the children and young people expressed through: Passengers, Carers and Schools (e.g. SENCOs) Summary requirements The successful supplier will need to demonstrate its track record in using a digital system to cluster SEND passengers into Optimal Travel Groups (OTGs) which may be competitively tendered to passenger transport operators.
