## Summary

The public procurement process involves the Centre for Process Innovation Limited (CPI) purchasing various raw materials for its COVID-19 vaccine project. This procurement falls under the pharmaceutical products category and is located in the North East region of England. The procurement method used is a limited, negotiated procedure without prior publication, reflecting that the supplies can only be supplied by a particular economic operator. The contract was awarded on 10th June 2020, with an overall value of approximately £379,636.53, and the contract period spans from 11th June 2020 to 14th June 2020.

This tender provides significant opportunities for suppliers specialising in pharmaceutical materials, particularly those capable of producing enzymes required for vaccine production. Businesses well-suited to compete in this tender include manufacturers with the capability to meet stringent GMP conditions and those who can ensure the maintenance of process integrity while providing high-quality raw materials. Given the specialised nature of this procurement, it may benefit larger organisations with prior experience in similar contracts.

## Notice

CPI require a number of enzymes to use as part of its response to COVID-19 vaccine project. The Public Contract Regulations 2015 state in regulation 32.2) The negotiated procedure without prior publication may be used for public works contracts, public supply contracts and public service contracts in any of the following cases:- (b)where the works, supplies or services can be supplied only by a particular economic operator for any of the following reasons:- (ii)competition is absent for technical reasons. The technical transfer of the current manufacturing process CPI are receiving is based upon use of prespecified enzymes. Due to operating under GMP conditions, we are therefore restricted to the same supplier to ensure that we do not deviate from their existing process.
