## Summary

The East Midlands Strategic Commercial Unit (EMSCU) is seeking proposals for the "Custody Intervention Project," a service aimed at addressing serious violence among young adults in Nottinghamshire through mentoring and support. This open procurement opportunity falls under the education and training services category, specifically targeting youth aged 18 to 25 (with discretion up to 30). The tender is currently in the active stage and will receive submissions until 10 December 2019. The contract is expected to commence on 1 January 2020, lasting for one year, with potential for a nine-month extension, and has a total value of £166,500.

This tender presents a notable opportunity for small and medium-sized enterprises (SMEs) and voluntary, community, and social enterprises (VCSEs) that specialise in youth services, education, or social work. Businesses with expertise in intervention programmes aimed at preventing crime, especially those that can provide tailored mentoring and coaching services, will be particularly well-suited to compete. Engaging with this project could enable organisations to play a significant role in community safety initiatives while also expanding their operational footprint in public sector engagements.

## Notice

On 9 April 2018, the Government published its Serious Violence Strategy setting out an ambitious programme of work to respond to increases in knife crime, gun crime and homicide. The Strategy places an emphasis on early intervention and prevention and aims to tackle the root causes of violence and prevent young people from getting involved in crime in the first place. On 13 March, the Chancellor announced a PS100m Serious Violence Fund for use during the 19/20 financial year to tackle serious violence. PS35m from the Fund has been assigned to establish, or build on existing, Violence Reduction Units ('VRUs'). The Nottingham OPCC (NOPCC) received PS880,000 as one of 18 VRUs across the country, building on successes already seen in Glasgow and London. In implementing the public health approach, VRUs are asked to adopt the World Health Organisation's definition, as follows: * Focused on a defined population; * With and for communities; * Not constrained by organisational or professional boundaries; * Focussed on generating long term as well as short term solutions; * Based on data and intelligence to identify the burden on the population, including any inequalities; * Rooted in evidence of effectiveness to tackle the problem In order to contribute to the reduction in serious violence, the PCC seeks individual(s) or organisation(s) who can develop and implement a successful intervention programme in two Nottinghamshire Police custody suites diverting young adults aged 18 - 25 (up to 30 with discretion based on need) who are not in education, employment or training, away from crime with a particular emphasis on those furthest away from engaging with provision. The intervention will involve providing mentoring and coaching and high levels of support and contact with the client. Aims and objectives of the Custody Intervention Project The Custody Intervention Project will: * Be funded for a twelve-month period, with potential to extend for a further Nine months if funding is available. * Red
