## Summary

The Westleigh Pumping Borehole project in Wigan, overseen by the Mining Remediation Authority, is part of a critical initiative to manage rising mine water that may impact local drinking water aquifers. This project falls under the "Test drilling and boring work" industry category. The procurement process began with an open procedure, inviting tenders for this construction that is paramount to water level monitoring, quality sampling, and abstraction from the former Priestner's Colliery site. The procurement process included both planning and awarding stages, with the tender having been awarded to WB & AD Morgan t/a Igne. The contract was published on 29 August 2024, with the works valued at approximately £400,000 originally, later increased due to unforeseen conditions to £1,391,745.6. The contract commenced on 3 March 2025 and is expected to conclude by 31 March 2026, providing a robust timeline for the necessary assessments.

This project presents significant business opportunities, particularly for small and medium-sized enterprises (SMEs) equipped to handle underground construction and water management systems. With the complexities arising from unforeseen ground conditions, companies possessing specialised drilling equipment and technical expertise in similar environments are especially well-suited. Engaging in such a project can expand a company's portfolio and develop long-standing relationships with government bodies, facilitating entry into further tenders within similar sectors. The strategic location in the North West of England also encourages local employment and boosts the regional economy by entrusting the undertaking of such intricate mining remediation work to competent and resourceful businesses.

## Notice

The Coal Authority (client) invites you to tender for the drilling of a mine water monitoring borehole to assess rising mine water on the surrounding environment at Westleigh, Wigan. A review of the mine water block by the Coal Authority has highlighted that mine water levels in the area could be elevated in respect to the rest of the block. There is potential for elevated mine water levels which could pose a risk to the overlying drinking water aquifers. Therefore, the Coal Authority requires construction of a borehole to intersect flooded underground workings at the former Priestner's Colliery at Westleigh, Wigan. The proposed borehole is to be used to improve understanding of mine water in the Golborne, Bickershaw and Parsonage mine water block and will be used for water level monitoring, water quality sampling and abstraction of water. Additional information: The extra work has arisen because of unforeseen ground conditions that could not have been anticipated when the contract was first awarded. The existing contractor, already has the right equipment and technical expertise on site, making it impractical and inefficient to bring in a new supplier. *It does not alter the nature or purpose of the original contract. *It does not change the financial balance in favour of the contractor. *It does not add new conditions that would have allowed different bidders to take part.
