## Summary

The Ministry of Defence (MOD), through its Air Platform Systems Delivery Team, has initiated a procurement process for the through-life support of the AN/AAR-57 Common Missile Warning System (CMWS) and AN/ALQ 157. The contract, valued at £15 million, is focused on repair, maintenance, technical engineering support, training, and associated spares provision. Located in the South West of the United Kingdom, this procurement falls under the "services" category, specifically "Repair and maintenance services" (CPV: 50000000). The tender is currently in the 'Tender' stage, with the tender period ending on 3 September 2024, and the contract period running from 1 February 2025 to 31 January 2028. The procurement method is a limited, negotiated procedure without prior publication due to the unique technical and safety requirements met only by BAE Systems (BAES).

This tender can create significant business growth opportunities for companies specialising in military systems support, particularly those with experience in missile warning systems and related technical services. Given the specific technical knowledge required, businesses with established skills in advanced engineering support, training, and spares provision will be well-suited to compete. It is especially advantageous for organisations holding OEM and DAOS approval like BAES, ensuring compliance with the MOD's safety and technical competency requirements. Although the opportunity is not explicitly aimed at small or voluntary sector enterprises, it represents a substantial contract for those in the defence industry.

## Notice

Air Platform Systems Delivery Team (APS DT), part of the Ministry of Defence ("the Authority"), intends to enter into a three-year contract extension with BAE Systems (BAES) for the through-life support of AN/AAR-57 Common Missile Warning System (CMWS) ("the Contract"). This includes repair, maintenance, technical engineering support, training, and associated spares provision; and for the through-life support of AN/ALQ 157 ("the Contract") for technical engineering support and post-design services. BAES are the OEM and the Design Approved Organisation Scheme (DAOS) approved organisation for both AN/AAR-57 CMWS and AN/ALQ 157. Only BAES have sufficient access to technical and safety information, and competency to provide the safety assurance APS DT requires. BAES are also the only organisation with the necessary technical knowledge and experience to provide the required repair, technical support, and post-design services. In addition, a key requirement for APS DT from a Design Organisation is to produce the "DO Safety Assessment and Report". The Authority has determined this single source contract is excluded from Defence and Security Public Contracts Regulations 2011 under Regulation 7(1)(a) in conjunction with Regulation 6(3A) (a).
