## Notice

Effectiveness: To assess how effective the programme has been, also in responding to changing political and economic circumstances, and whether its approach is relevant for sectors outside the extractives industries. iii. Efficiency: To suggest relevant measurements of programme efficiency and use those to assess whether the programme provides value for money (i.e. maximum impact for money invested). iv. Sustainability: To assess the potential for achieving sustainability using the E4D/SOGA approach and identify pathways to reaching scale and replication.
