## Summary

The Nottingham City Council is currently in the tender stage of the procurement process for a software as a service (SAAS) solution to enhance their Debt and Parking Management systems, identified as project CPU 1593. This initiative falls under the category of services, with a total contract value estimated at £5,600,000 over a fifteen-year period, reflecting potential increases in user requirements. The tender period is set to close on 13th November 2017, with the contract expected to commence on 1st May 2018 and run until 30th April 2028. The location for this procurement is Nottingham, UK, and it has been initiated through a selective procurement method, specifically a negotiated procedure.

This tender presents significant opportunities for businesses specialising in software development and IT solutions, particularly those with experience in public sector projects. Companies that can offer robust, user-friendly software systems capable of interfacing with existing council IT infrastructure will find this an ideal opportunity. Additionally, businesses focusing on customer-centric solutions for administrative processes, such as payment systems and public inquiries, may be particularly well-suited to compete for this contract, as Nottingham City Council aims to enhance the customer experience through this procurement.

## Notice

Nottingham City Council (NCC) wish to procure software as a service to help manage and administrate the following processes for themselves and on behalf of other public bodies: 1. Processing internal static PCNs, Clear Zone contravention PCNs, internal bus lane PCNs. 2. Issuing permits for parking and access schemes. 3. Undertaking blue badge assessments. 4. Administering environmental crime FPNs. 5. Administering DVLA removals and abandoned vehicles. 6. Pursuing contraventions by foreign vehicles. The new system will allow other Council IT systems to interface with it, allowing for a more integrated administrative process. It should also create a more customer friendly version of web representations, which will enable customers to view the system, either to pay, challenge or query. The contract value is estimated to be PS3,700,000 over the total length of the contract (including extensions) based on our current user profile and current hardware requirements for handhelds, mobile printers and bus lane enforcement cameras. A value of 5,600,000 overall was inserted into the OJEU notice to reflect potential increases in users throughout the entire fifteen year term as a result of Nottingham City Council providing these services to other bodies as part of this contract.
