Newcastle University and its Stakeholders will apply, via the Local Authority (as per fund guidance), to the Levelling Up Fund Round 2 and are seeking support in the development of the application/case. Scope of work to be carried out: In line with the Levelling Up Technical Note: * Ensuring the application will meet the Gateway Assessment criteria * Development of the case for investment * Value for money including: o Evidence demonstrating scale and significance of local problems & issues o Quality assurance of data analysis and evidence o Quantifiable impacts using a suitable model o Methodologies to support assumptions o Economic costs of the proposal o Analysis of monetised costs and benefits o Benefit Cost Ratios (BCR) o Description of non-monetised impacts * Delivery plan including how the outputs and outcomes are demonstrated through a well-evidence Theory of Change (HM Treasury Magenta Book) * Detailed risk assessment * Monitoring and evaluation metrics
