## Summary

The Birmingham City Council is currently seeking to award a contract for the "PQ0236R - Trusted Assessor Support Service," aimed at providing specialised support services to facilitate patient discharges from hospitals to care homes within the West Midlands region. The planned contract duration is for one year, starting from 6th January 2020, with an option to extend for an additional year, subject to budget availability. Interested vendors must submit their quotations by noon on 9th December 2019, via the Council’s e-tendering system, In-Tend, where they can express their interest in this procurement, primarily focused on social services.

This tender presents a valuable opportunity for businesses specialising in social services, particularly those with experience in care home operations and discharge facilitation. Companies that offer assessment services, social work, or related administrative support will be well-positioned to compete for this contract. The initiative aims to improve healthcare efficiency while enhancing service delivery for patients, making it an attractive prospect for businesses looking to expand their footprints in the public health sector.

## Notice

The Council is proposing to award a 1-year contract with the option to extend for a further year, subject to satisfactory and budget availability commencing 6th January 2020 to a specialist provider who has relevant experience and a track record of operating a Trusted Assessor project/programme, ideally in the West Midlands area, as the service agreement will cover care homes in Birmingham, Sandwell, Walsall, Wolverhampton, Coventry and Solihull. The care home may also be outside of the city if it is a package re-start. The successful provider will primarily work within City Hospital and Enhanced Assessment Bed (EAB) providers in Birmingham to facilitate approximately 1200 discharges* from hospitals and EAB providers to care homes per annum. This will be either a discharge to a short-term EAB; a package re-start to a long-term bed, or a new placement in a care home. The successful provider will also act as an independent and unbiased assessor who will support the Council, care homes, home care providers and Adult Social Care to provide a high-quality service to patients. This service provision will ensure timely assessments are completed for citizens who require residential and/or nursing provision following their hospital or EAB admission thus ensuring a safe and timely discharge from hospital and EAB providers. The benefits of the service will be: o a more timely and effective service to patients and residents in Birmingham o an effective and efficient process for care homes as it will reduce the number of hospital visits o a reduction in the time required for the completion of associated paperwork o a reduction in discharge delays o the assessments in a manner that offers confidentiality, respect, dignity and privacy to the Service User The Council will be using its free to use e-tendering system (in-tend) for the administration of this procurement process and potential suppliers must register with the system to be able to express an interest.
