## Summary

The City of Wolverhampton Council (CWC) has completed the award stage for a housing development project titled "CWC23072a - Housing Development - Affordable Homes - Magic Garden". This project, classified under the industry category of "Sheltered housing construction work", aims to develop new affordable homes on the Magic Gardens site located in Bushbury South & Low Hill, Wolverhampton. This tender falls under the direct award method and was procured through the Dudley MBC Framework Agreement. The contract was awarded to Morro Partnerships Limited, with a contract period spanning from 15th July 2024 to 24th March 2025. The total contract value is £2,450,517.38 GBP. The aim is to meet local housing needs with an improved timeline and using a known, reliable contractor.

This tender creates substantial opportunities for businesses specialising in housing construction, particularly those experienced in developing affordable homes. Large-scale construction companies with a robust portfolio in urban development and multi-dwelling buildings would be well-suited to participate in similar future tenders. By participating in this development, businesses can gain a foothold in the housing market within the Wolverhampton region, leveraging established relationships with local councils and demonstrating their capacity to deliver quality housing projects. Given the importance of the project for local housing needs and the framework’s structured approach, firms adept at working under frameworks and direct award contracts may find significant growth opportunities.

## Notice

City of Wolverhampton Council (CWC) wish to use the Dudley MBC Framework Agreement to deliver new affordable homes across a number of housing revenue account owned sites. The Framework can be accessed through an Authorising Agreement that CWC would need to sign up to, all Underlying Contracts are then "called off" under the terms of the Framework Agreement. This report seeks delegated authority to award contracts via the Dudley Framework for development of new affordable homes within Wolverhampton in the interim period, while CWC procure a bespoke housing development framework for future housing development projects. The Dudley Framework is based on Lots and CWC would like to deliver some of or all the following projects through this framework: Ettingshall Road, Magic Gardens, Old Fallings Crescent, Reedham Gardens, Showell Circus and Villiers Avenue. The delivery would be through a direct award Provider, namely Jessup Partnerships, who are awarded to Lot 2 of the framework, Small Sites, which is a single-supplier lot. The use of the Framework will allow us to deliver "more and better homes" to meet the local housing need on an improved timeline, with a known local affordable home delivery contractor who has worked successfully with staff over the recent years. The first development to be delivered through the DMBC Framework is Magic Gardens, Bushbury South & Low Hill. This vacant site was secured and inaccessible and had not been maintained for around thirteen years. It had fallen into disrepair being substantially overgrown and was subject to frequent Anti-social behaviour.
