## Summary

The London Borough of Hackney is currently in the tender stage for a Lift Modernisation Framework Agreement, aimed at appointing up to three competent lift contractors to modernise its extensive housing lift stock. This public procurement contract, titled "DN731976 Lift Modernisation Framework Agreement," falls under the industry category of lift installation work and repair and maintenance services. The tender period closes on 3rd April 2025, with the contract expected to commence on 25th August 2025 and run until 24th August 2027. The location for this project is in Hackney, England, and the estimated contract value is £28,000,000 GBP. The procurement method is an open procedure above the threshold, inviting experienced lift contractors who are members of a recognised industry association such as LEIA to participate.

This tender offers significant opportunities for growth for businesses specialising in lift installation and maintenance. Small and medium-sized enterprises (SMEs) are particularly encouraged to participate, as they can leverage their expertise to secure one of the three available programmes of work, each involving the modernisation of 11 to 15 lifts within the first year. This framework not only promises a steady workflow—potentially 13 lift projects per contractor per year—but also provides possibilities for future assignments based on performance. Through this framework, successful bidders can expand their portfolio, enhance their reputation, and build lasting relationships with the London Borough of Hackney.

## Notice

Hackney Council Seek to establish a Lift Modernisation Framework of experienced and competent Lift Contractors. The purpose of this framework is to deliver ambitious annual programmes of work to drive modernisation across the lift stock, by appointing up to three (3) lift contractors to work simultaneously across all regions of Hackney and Hackneys housing stock. The aim is to reduce future maintenance cost and breakdowns and as well as aid in improving the quality of our lift service for our residents and tenants. Hackney have in excess of 600 lifts within its housing stock. A total of 39 priority lifts have already been identified for renewal. In order to improve the overall percentage of modernisation across the stock, these first 39 lifts form a programme of work that has been included as part of the tender process. Potential bidders will be required to price up a programme that include these 39 priority lifts, as part of their tender commercial submission. The 39 lifts will be split into 3 programmes of work. Each Bidder appointed to the Framework will be awarded one Year 1 Programme of work in order to front load programme delivery and commence work on site as quickly as possible. The top three scoring Bidders in the tender process will be appointed to the Framework. Following further evaluation of individual programme costs and quality scores, each Framework Contractor will then be awarded one programme of work. Each contractor appointed to the framework will be allocated a programme of between 11 - 15 lifts for refurbishment, which will effectively form the first 12 month programme of work. Each programme can include any regions and wards across Hackney. Future works programmes will be awarded based on individual contractors' overall performance, initially based on delivery KPIs during the first 9 months. In addition to the Housing Lift stock, this framework may also include ad hoc lift modernisation and renewal work from other departments across Hackney Council, for example corporate and education buildings. The framework would also allow provision for mini competition if required. Hackney Council requires experienced and competent lift contractors to be appointed to the Framework. Therefore all Bidders must be a member of a recognised lift industry association such as LEIA (Lift Engineering Industry Association). Terms It is anticipated that there will be up to PS28,000,000 worth of spend during the full potential term of the framework agreement. It is envisaged that there will be between 18 to 45 lift modernisation projects delivered each year, split across 3 programmes. It is anticipated that each Framework Contractor will be awarded 1 programme of work each year. This will be subject to budget and framework capacity and performance. As such to achieve this ambition, Framework contractors are expected to have the capacity and capability to deliver a minimum programme of 13 lift modernisation projects per annum.
