## Summary

Transport for Greater Manchester (TfGM) is currently in the planning stage for a new public procurement opportunity titled "TfGM HVAC Framework 2024." This tender is part of the building installation and repair industry, falling under the CPV classification of tanks, reservoirs, central-heating radiators, and boilers, including repair and maintenance services. The contract will cover the entire TfGM estate, including offices, bus stations, interchanges, a rail station, and bus depots, and will involve Heating Ventilation Air Conditioning, Gas, and Electrical (HVACGE) services. Interested suppliers must complete their engagement by 21st March 2025, with the procurement method being a formal e-tendering process conducted via the Pro-Contract / Proactis system. The framework has an estimated potential spend of £5 million over four years, but there is no guaranteed minimum work.

This tender provides an excellent opportunity for businesses, particularly SMEs and VCSEs, specialising in HVAC, mechanical and electrical engineering, and building installation work. Companies with strong supply chains or sub-contracting capabilities will find this framework attractive as it includes both pre-planned and reactive maintenance services. The successful bidder for works under £50k will be directly allocated based on their evaluation score; larger projects will be subject to a mini-competition among the framework suppliers. Businesses looking to grow their involvement in public sector contracts will benefit greatly from the visibility and potential workload associated with this significant framework.

## Notice

Transport for Greater Manchester (TfGM) is now conducting a tender exercise for a new Heating Ventilation Air Conditioning, Gas and Electrical (HVACGE) framework. The framework will consist of a single lot where the suppliers that are added to it (with an estimated max number of 5) will be expected to provide all the required services (Heating, ventilation etc.) either themselves or via their supply chain / sub-contractors. The works will cover the entire TfGM estate so will include offices, bus stations and interchanges, a rail station and a number of bus depots. The successful suppliers will be required to provide a range of services to maintain the Authority's Pre-Planned maintenance services along with the Reactive maintenance services for all the HVACME requirements detailed within the Specification of Requirement that will be released with the full tender. As part of the framework, the supplier that scores the highest in the evaluation (based on the weighted quality questions and pricing) will be able to be directly allocated any works that are estimated below PS50k in value. This will be dependent on them having the capacity to complete the works as required. If the value is estimated to be higher than the PS50k value, then a mini competition will be run with all suppliers on the framework. They will all be sent the same information and will be asked the same questions to respond to. Like in a standard tender, the responses will be evaluated and the winning supplier (based on quality and cost) will be offered the work. TfGM will have the right to run mini-competitions on under PS50k projects (so not direct award to the highest scoring supplier) if they deem it necessary and beneficial to do so. This will be a four (4) year framework with no guarantee of work but there is an estimated potential spend of around PS5 million over the full term. The tender exercise will be completed via the Pro-Contract / Proactis e-tendering procurement tool, so interested suppliers that don't already have a login for this system, are encouraged to register. Please register for an account with the Pro-Contract e-tendering portal if you do not already have one. Supplier registration (due-north.com) This notice constitutes the commencement of a formal procurement process.
