## Summary

The procurement process involves the Home Office, which is seeking to establish the "Perpetrator Programme Standards" to develop a standards framework for services aimed at domestic abuse perpetrators. This tender falls under the category of research and development services, with a total value of £650,000. The procurement method used is selective, specifically a call-off from a dynamic purchasing system. The tender period concluded on 11 February 2022, while the contract period is set to run from 30 March 2022 to 15 July 2022, and it is based in London, UK.

This tender presents a significant opportunity for organisations specialising in service development, research, and domestic abuse intervention programmes. Businesses that focus on consultancy and are experienced in crafting standards for social services could particularly benefit from this contract. Moreover, small and medium enterprises (SMEs) should find it appealing due to the nature of the procurement process, which allows for competitive participation in a critical area of social support.

## Notice

1.1 There is a requirement to fund an organisation to develop a set of principles and a corresponding standards framework document that sets out the minimum expectation for services, interventions and programmes delivered to perpetrators of domestic abuse. 1.2 The primary target audience will be those who commission and those who devise and run services, interventions and programmes for domestic abuse perpetrators. 1.3 The principles and standards should be in line with the Government's position on what constitutes domestic abuse as defined in Part 1 of the Domestic Abuse Act 2021, and the Domestic Abuse Statutory Guidance (when published) and should recognise, that whilst anyone can be a victim of domestic abuse, it is women who are disproportionally affected.
