## Notice

The UK Department for Business, Energy and Industrial Strategy (BEIS) wishes to conduct a high level evidence review of current international practice for meeting heating and cooling demand and current policies and strategies for heating and cooling decarbonisation. The project sits within a wider scheme of work being undertaken by BEIS to consolidate and review the evidence base relating to different approaches to decarbonising heat, strengthen our capability to model and assess the impacts of those approaches, and better understand the barriers, risks and uncertainties involved. This evidence review project will contribute to building a broader knowledge base within BEIS of how other countries are coping with similar challenges around heating/cooling decarbonisation and opportunities for international collaboration and learning. The project is split into two parts, though the results are to be presented in one report. All tenders should address the aims and requirements of PART 1 (high level overview of heating and cooling systems in developed economies as well as heat/cooling decarbonisation policies and strategies). PART 2 (in-depth analysis of specific case studies) is optional and should only be included in tenders where a compelling case can be made. Any late submissions will not be considered. BEIS reserves the right to halt the procurement process and to not award a contract. BEIS will not be held liable for the recovery of costs from unsuccessful bids if a contract is not awarded. All costs will be borne by the bidding organisations. If a contract is created it will be upon BEIS Standard Terms and Conditions or the Short Form Terms and Conditions, which are available on Contracts Finder with this notice (based on the former Department of Energy and Climate Change (DECC)'s Standard Terms and Conditions). After reviewing and evaluating the submissions, BEIS may contact suppliers for bid clarifications. If successful and upon contract signature, the supplier is expected to attend an inception meeting in May 2017. Project completion is required by August 2017.
