## Summary

The National Health Service (NHS) Mid and South Essex Integrated Care Board has awarded contracts to Spirit Healthcare Ltd for the provision of Alternative Provider of Medical Services (APMS) Contracts under six Lots across Thurrock and Southend. The contracts cover services at various health centres and surgeries starting from April 2023, with Lot 5 commencing in July 2023. The total contract value across all lots is £91,153,559. The Authority utilised the Light Touch Regime for this one-stage procurement to support innovation and service continuity for a 15-year term.

This tender presents lucrative opportunities for healthcare providers interested in delivering primary medical services in the Thurrock and Southend areas. The procurement offers long-term contracts with flexible bidding options under the APMS framework. Small and medium-sized businesses capable of scaling up delivery and innovation in primary care are well-suited to compete for these contracts. The procurement method used is an open procedure, providing a fair opportunity for different types of businesses to participate in the process.

Such expansion would be by the addition of services commissioned by the Authority or its partners across the MSE ICS, where the business case provides objective evidence that contract variation is the most appropriate course of action, taking account of one or more of the following considerations; service safety, financial and economic impact, innovation, patient and public acceptability, impact on health inequalities, strategic alignment with National/Regional/Local strategic priorities, ability to improve multiple pathways, positive contribution to improved supply / improving service responsiveness, patient experience and health economy impact.
