## Summary

The Home Office is currently conducting a procurement process for professional services titled "Fire Safety Order Guidance." This initiative falls under the consultancy services category for fire and explosion protection, with a total contract value of £120,000 and a minimum value of £80,000. The procurement is open under the "Open procedure (below threshold)" method, with the tender period set to conclude on 24 August 2020. The contract period will commence on 7 September 2020 and is expected to last for one year until 6 September 2021. The opportunity is available to organisations across the United Kingdom, including the Isle of Man, Guernsey, and Jersey.

This tender presents significant opportunities for businesses specialising in fire safety consultancy, guidance development, and associated professional services. Companies that can offer expertise in creating accessible guidance for the Fire Safety Order, particularly those capable of supporting 'Responsible Persons' in discharging their duties, would be well-suited to compete. Small and medium-sized enterprises (SMEs) are encouraged to participate, as there is an emphasis on fostering diverse participation in this procurement process.

## Notice

Professional service for reviewing & improving guidance with regard to the Fire Safety Order Additional information: As part of a wider overhaul of guidance on The Regulatory Reform (Fire Safety) Order 2005 - the Fire Safety Order (FSO) - the Home Office is seeking to externally commission new guides and updates to existing guidance documents. The guidance in this requirement will be needed by Q1 of 2021 when the FSO may be revised to reflect the outcome of the Fire Safety Consultation. One of the two new guides required is an accessible but comprehensive 'how to' guidance that can be used by any person/company categorised as a 'Responsible Person'. It should be a starting point to enable them to discharge all their duties, linking to other guides where more detail is required for a particular duty. Implementation guidance will also be needed for any changes made to the FSO. The requirement also seeks updates to 4 existing pieces of guidance (e.g. Fire Safety in Purpose Built Blocks of Flats) whose aim is to address issues raised with these guides by stakeholders and ensure they are fully consistent with the FSO following any revisions. This procurement will be managed electronically via the Home Office's eSourcing Portal (JAGGAER). To participate in this procurement, participants must first be registered on the eSourcing Portal. If you have not yet registered on the eSourcing Portal, this can be done online at https://homeoffice.app.jaggaer.com by following the link 'To register click here'. Please note that, to register, you must have a valid DUNS number (as provided by Dun and Bradstreet) for the organisation which you are registering, who will be entering into a contract if invited to do so. Once you have registered on the eSourcing Portal, a registered user can express an interest for a specific procurement. This is done by emailing collaborativeprocurement@homeoffice.gov.uk and quoting "Fire Safety Order Guidance-C19058" in the title to request access to the ITT documents. Your email must clearly state: the name and reference for the procurement you wish to register for; the name of the registered supplier; and the name and contact details for the registered individual sending the email. The eMail will be processed and then the buyer will enable the supplier to access the procurement online via the eSourcing Portal. The registered user will receive a notification email to alert them once this has been done. For technical assistance on use of the eSourcing Portal please contact the JAGGAER Supplier Helpdesk at customersupport@jaggaer.com or 0800 069 8630 (0800 - 1800hrs).
