## Summary

Surrey County Council has recently completed the procurement process for the renewal of its County Transport Model, a vital tool for their infrastructure and policy development efforts. The title of this procurement is "SCC WT County Transport Model Further Competition (ESPO 664_21)," classified under the transport services industry category. The procurement process reached the award stage on 4th August 2025, with the entire contract period scheduled from 5th August 2025 to 4th August 2030. Situated in the South East of the United Kingdom, the Council intends to modernise its transport model, aiming to capture updated travel pattern data and enhance the platform's capabilities in line with post-pandemic needs. Using a selective procurement method through a framework agreement, the project's estimated value is £283,392.4.

This procurement presents significant growth opportunities for businesses specialising in transport model development and software solutions that facilitate infrastructure planning and development. Particularly, small and medium-sized enterprises (SMEs) and those focused on environmental assessments, transport policy, and infrastructure design in the South East would find this tender aligned with their services. The chosen supplier, Stantec UK Ltd, exemplifies the type of expertise sought after in such projects, offering an example for similar companies looking to engage in future opportunities of this calibre. Businesses that can innovate and bring up-to-date data insights to transport developments will be well-positioned to reap benefits from such strategic county developments.

## Notice

Surrey County Council's Transport Model is used to assist with funding bids, scheme development, option testing, information for consultations, business cases, asset management maintenance options, environmental assessments, and partner authority Local Plan development, including the provision of evidence for consultations and examinations. Within Surrey County Council, the model is used to support work undertaken by other teams, in particular Transport Policy, Asset Management and the Design Team . The current County Transport Model requires a complete renewal if it is continued to be used as its current software platform is no longer suitable for Surrey's needs and because the base model is pre-pandemic and needs to reflect post-pandemic travel patterns. The objectives of the procurement are: * Move the model to a new software platform; * Capture up-to-date travel pattern data; * Secure a new model build that is fit for purpose. The contribution to the Community vision for Surrey in 2030 that this project will make are: * Journeys across the county are easier, more predictable and safer; * Everyone has a place they can call home with appropriate housing for all; * Well-connected communities with effective infrastructure that grow sustainably
