## Summary

The Worcester City Council is currently seeking tenders for electrical services under a measured term contract. This procurement, classified under installation services of electrical and mechanical equipment, encompasses a range of tasks including regular testing, reactive maintenance, planned maintenance, and minor works projects. The tender is part of a selective procurement method, with submissions due by 22nd July 2019. The works will be carried out at various locations throughout Worcester, including public buildings and other associated structures, and are expected to commence on 1st April 2020, lasting until 31st March 2025, with a total contract value of £550,000.

This opportunity presents significant potential for electrical contractors, particularly those specialising in maintenance and repair services. Small and medium-sized enterprises (SMEs) and voluntary, community, and social enterprises (VCSEs) are encouraged to engage in this tender, especially those able to provide 24-hour emergency response services as required by the council. The nature of the contract, which may expand to include additional residential properties and services, suggests room for growth and collaboration for businesses looking to leverage public sector contracts in the West Midlands.

## Notice

The service is described in four categories: A - Regular testing of electrical systems (in approximately 15 properties) as instructed by the Council to include: Monthly Flash Testing, RCD / RCBO Six Monthly Testing, Annual Portable Appliance Testing. (This does not generally include EICR testing although may be required in individual cases on request) B - Reactive maintenance and repair according to a priority assigned by the Council C- Planned maintenance up to a maximum value of PS10,000 per order, (subject to quotation and demonstration of Best Value). D - Minor works projects up to a maximum value of PS10,000 per order, (subject to quotation and demonstration of Best Value). E - Out of hours Emergency Works. The works are defined as electrical works, excluding mechanical and general building works. Contractors are required to provide 24 hours, 365 days per year repair (subject to leap years) and maintenance responses when instructed by the Client or the Client's out-of-hours monitoring service. Properties/ assets included in the service range from public buildings (mainly non-housing) and associated structures to office, car parks, allotments and communal areas within the local government boundaries of Worcester City Council. The buildings range from Listed Grade I & II, historic parks to contemporary construction as scheduled in Appendix A. Buildings may be added or omitted from the schedule over the course of the contract subject to requirements of the service. The Contractor is to carry out the service as directed by the Client's Property Services Helpdesk in a timely manner in accordance with the scope. The key objectives are to ensure that property affected by the service remains operational but above all are safe and secure with a comfortable environment for all occupants. The Council contemplates that during the term the residential element of the Council's portfolio is likely to increase during the lifetime of the contract to include up to approximately 50 units/beds of accommodation for those in most urgent need of housing. In addition, the Council is considering offering a lettings agency and management service to private landlords and wishes to retain the option of subcontracting the Council's contract work obligations. This is a provisional scenario subject to further development by the Council. Bidders are asked to indicate whether they would be able to provide the extended services and confirm whether there would be any pricing considerations. Additional information: The Council are using the e-procurement portal known as the Due North Pro-Contract portal https://procontract.due-north.com to conduct this procurement exercise. To gain access to the procurement documents, contractors will need to register their company details at the above website.
