## Summary

The London Borough of Brent is currently conducting a procurement process for the "Brent Health Educator Partner Framework," aimed at sourcing partners to recruit and manage up to 40 Community Health Educators across five geographical wards in Brent. ## Notice

London Borough of Brent is seeking to partners to recruit, performance manage and manage remuneration for up to 20-40 Community Health Educators (equivalent to at least 10 FTE) apportioned across five geographical areas (wards) in the Borough of Brent. This contract is divided into 5 lots: 1. Harlesden and Stonebridge (including Church End) 2. Alperton, Wembley Central and Sudbury 3. Dollis Hill, Willesden and Neasden 4. Kilburn and Kensal Green 5. Kingsbury, Kenton and Preston Providers can bid for one or more of the lots. Support Services to the Director of Integrated Care to Implement the Brent Community Health Educators Framework. The framework is intended to fund provider/s to deliver innovative Health Educator models that will align with the priorities contained in the Brent Health Matters programme. Successful models will assist in the delivery of key priorities and interventions within the Brent Health Matters programme by working with the community to reduce the impacts of Covid-19 on the community whilst tackling health inequalities: reducing variation in life expectancy and long-term health conditions and developing a system wide understanding of the cultural and local reasons why people do not engage with NHS services, which in turn will inform future planning. The Brent Community Health Educator Partners Framework will - provide a mechanism with which to develop and implement the role of Health Educators to enable the achievement of key outcomes of the Brent Health Matters programme. The Health Educators role: Individuals who are truly connected to, and representative of, the diverse communities in our borough and act as the link between the community and partners responsible for the delivery of the Brent Health Matters Programme by delivering key health messages to and from the community. They will work with organisations and Brent Health Matters teams to create innovative methods for engaging with communities on the priority outcomes. Additional information: The Providers role: Recruitment - developing a model for how Community Health Educators will be recruited. Across the borough, it is expected that between 20-40 Community Health Educators will be recruited, equivalent to at least 10 FTE apportioned across all 5 Ward groupings, split roughly equally. The approach to recruitment will ensure that key community groups are represented, and that the recruitment process will select only high quality candidates. Management - Community Health Educators will be expected to deliver presentations, training, education and signposting to support for individuals, community and faith groups. The prioritisation of this support will be guided in partnership with communities, NHS and council partners. The provider will be responsible for managing the posts and ensuring that these day to day requirements are met. Monitoring of activity and impact of Community Health Educators - Council and CCG partners will provide a light touch set of KPIs against which activity will be recorded and reported. The provider is expected to assure the Council and CCG partners that these, along with other key objectives are being met and that there are robust processes in place to do this. Quality control - the provider will also be expected to demonstrate appropriate quality control measures for the work of Community Health Educators, and to report on these to the Council and NHS partners, and to respond appropriately to concerns raised. The The Council is conducting the procurement using the Open procedure in accordance with the requirements of the Regulations for the purpose of procuring the Services described in the Specification. The Services to which the Procurement relate fall within the "Light Touch Regime" (LTR) governing procurement of Health, Social, Education and Other Service Contracts. None of the references to "Open procedure", "ITT", the use of the term "tender process", or any other indication shall be taken to mean that the Authority intends to hold itself bound to any of the Regulations, save those applicable to LTR provisions.
