## Summary

The London Borough of Newham, acting as the North East London lead for the commissioning of Sexual and Reproductive Health services, has initiated a market engagement process for the forthcoming HIV and BBV Prevention and Support Framework. This effort falls under the Health and Social Work services sector (CPV 85000000) and spans the London region. Currently in the planning stage, this initiative aims to address rising HIV cases, particularly late-stage diagnoses among Black African residents, and the increasing complexity of support needs for People Living with HIV. A market engagement event has recently occurred, with providers’ feedback expected to influence the subsequent procurement strategy. Key dates include the end of the engagement period on 7th December 2024.

This tender represents a significant opportunity for businesses involved in health and social work services to contribute to a vital public health initiative. SMEs and VCSEs are particularly encouraged to participate, as the framework covers extensive health-related services tailored to tackling HIV in London. Participating in this pre-procurement engagement can help businesses shape the procurement strategy, ensuring future involvement when the formal procurement process begins. Firms specialising in healthcare, community support, and related services stand to benefit from engaging early in this formative stage.

## Notice

Newham Council is the North East London (NEL) lead for all matters related to the commissioning of Sexual and Reproductive Health (SRH) services. The need for HIV and BBV Prevention and Support services remains clear: new cases of HIV are rising, the proportion of residents diagnosed with HIV at a late stage also increases (especially among Black African residents) and the complexity of HIV support needs is increasing as People Living with HIV (PLWHIV) become older, poorer and develop additional co-morbidities. The Council has committed to tackling HIV via the London-wide 'Fast Track Cities' programme and the '50 Steps' Health and Wellbeing Strategy and wishes to work with the market across London to develop its thinking prior to setting up new HIV and BBV Prevention and Support Framework on behalf of all Local Authorities and health partners across London. Commissioners held a market engagement event for providers and any feedback may be used to shape the procurement strategy and creation of the procurement documentation. Please find attached presentation slides. This stage of the project is not part of a formal procurement process and the Authority is not committing, at this stage, to carrying out such a process. Participation or non-participation in the pre-procurement market engagement process shall not prevent any provider participating in a potential future procurement, nor is it intended that any information supplied as part of the pre-procurement process shall place any provider at an advantage in a potential procurement process. This is not a call for competition.
