## Summary

The Medicines Discovery Catapult, acting on behalf of the Department of Health and Social Care, has successfully completed the procurement process for IT equipment designated for the COVID-19 Lighthouse Laboratory. The procurement included 50 laptops and was classified under the goods category, specifically for computer equipment and supplies. Following a limited procurement method, this contract was awarded to JungleIT for a total of £37,000, with the contract period running from 14 April 2020 to 15 May 2020. The tender was initiated due to the urgent need arising from the COVID-19 pandemic, allowing for a negotiated agreement without competitive bidding, as per the Public Contracts Regulations (2015). The contract was officially awarded on 13 April 2020 and subsequently published on 22 May 2020.

This procurement presents significant opportunities for businesses that provide IT equipment, particularly those capable of meeting urgent demands in a public health context. Companies specialising in computer supplies and those with the ability to scale quickly would be well-suited to engage in future tenders of this nature. As the public sector increasingly responds to urgent healthcare needs, suppliers who can deliver promptly and comply with rigorous standards may find a growing market for their products and services, giving them the chance to expand their business in a vital industry.

## Notice

Procurement of IT equipment (50 laptops) for COVID-19 Lighthouse laboratory. Additional information: In its response to COVID-19 and with only days available, MDC, on behalf of the Department of Health and Social Care, is entering into this contract without competition or advertising the requirement. In accordance with the Public Contracts Regulations (2015) and Procurement Policy Note 01/20, the following tests have been met: * There are genuine reasons for extreme urgency - the response to the COVID-19 consequences needs to be immediate because of public health risks. * The events that have led to the need for extreme urgency were unforeseen - the COVID-19 situation is so novel that the consequences are not something that MDC could have predicted. * It is impossible to comply with the usual timescales in the Public Contract Regulations (2015) - there is no time to run an accelerated procurement under the open or restricted procedures or competitive procedures with negotiation, nor does the MDC have access to an existing commercial agreement such as a framework or dynamic purchasing system. The situation is not attributable to the MDC - MDC has not done anything to cause or contribute to the need for extreme urgency.
