Rationale for conducting the Level 3 review: - The early years educator (EYE) Level 3 qualification criteria was last updated in 2014. The sector has told us that it needs updating. - In 2019, 80% of staff in Private, Voluntary and Independent (PVI) settings were qualified to at least a Level 3. Updating and improving the criteria will have a significant impact on the sector as we look to improve the quality of early years education.
