## Summary

The Care Quality Commission is seeking proposals for a project titled "Expert System" aimed at utilising artificial intelligence to enhance the targeting of inspection resources in the health and social care sectors. This procurement falls under the research services industry category and is taking place in London, England. The tender has a competitive quotation procurement method and is currently in the Tender stage, with a submission deadline set for 17:00 on 15 January 2018. The value of the contract is anticipated to be between £15,000 and £25,000, with the contract expected to commence on 2 February 2018 and run until 30 March 2018.

This opportunity presents significant prospects for businesses specialising in research and development consultancy services, particularly those with experience in developing expert systems or AI solutions for regulatory or inspection frameworks. Small and medium-sized enterprises (SMEs) and voluntary, community, and social enterprises (VCSEs) are particularly encouraged to apply, as they are well-suited to offer innovative approaches that can meet the requirements outlined in the detailed tender document.

## Notice

We are keen to explore the use of artificial intelligence to help us in targeting inspection resources. We want to develop tools that help inspectors come to decisions about whether a particular aspect of care is of sufficient concern to trigger an inspection. We are particularly interested in an expert system approach, which would help our inspectors make an assessment of the existing data, then obtain and add data in proportion to any lack of certainty about quality or changes in quality. We need to develop exemplar systems, which give us the ability to work through the health and social care sectors. We believe the most appropriate approach is to focus on specific aspects of the regulatory model to conduct a proof of concept and see if this is possible for CQC. This may be as narrow as a single prompt under a key question, or may be broader. The approach would involve interviewing our CQC experts (inspection managers, inspectors or analysts) and organizing the information into a collection of rules. The aim is that the expert system would draw deductions from the rules and may in turn query the user. An expert system could continue to 'learn' from the answers it is given. Additional information: The full specification of the requirement is set out in the Statement of Requirements of the tender document available at CQC e-Sourcing Portal: https://cqc-commercial.bravosolution.co.uk If your organisation does not already have an account on the portal, please select 'Register Free' and complete the company information to request a user name and password. On receipt of your account details, you may search for this opportunity by project name and select 'Register Interest'. To be considered as a Bidder you must complete and submit a Bid by the deadline of 17:00 Noon on 15 January 2018. Please allow sufficient time to make your return as late returns will not be permitted by the system.
