## Summary

The United Kingdom Atomic Energy Authority (UKAEA) is currently in the tender stage for procuring design, analysis, manufacture, assembly, and testing services for equipment related to their Hydrogen Purification System at the Culham Science Centre. The tender, titled "Palladium Permeators and Palladium Membrane Reactors," falls under the engineering-design services for industrial process and production category. Key dates include the tender period that ends on 28 November 2024, and the contract period from 10 March 2025 to 11 January 2027. The procurement method being used is a restricted procedure, and the estimated contract term is 22 months. The location for delivery involves numerous regions including the United Kingdom, Europe, and the British Oversea Territories.

This tender presents significant growth opportunities for businesses adept in engineering and industrial process design, particularly those focused on advanced materials and manufacturing for energy systems. Ideal candidates would be established firms capable of handling comprehensive projects from design through to factory and site acceptance testing, integrating complex process equipment into specified facilities. The project requires detailed knowledge and capabilities in process design, factory assembly, and compliance with stringent testing protocols, making it a suitable venture for businesses specialising in industrial equipment for energy systems and industrial engineering solutions.

## Notice

UKAEA wishes to procure the Design, analysis, manufacture, assembly, Factory Acceptance Testing, delivery, Site Acceptance Testing, plus support during the installation, Integrated Testing, and commissioning of 3-off palladium-silver permeators, 2-off palladium-silver membrane reactors, three-off recuperative heat exchangers, and four cooling coils for the Hydrogen Purification System to be supplied into the Hydrogen 3 Advanced Technology facility at UKAEA's Culham Science Centre. The requirement also includes the sourcing of one steam generator and one dosing pump for providing water vapour into the PMR, including detailed design of the associated lines and process equipment. Designs are to be manufactured by the Contractor and must support and contain the process equipment whilst providing external process and Electrical, Control and Instrumentation (EC&I) connections. The manufacturing, testing and delivery includes assembling all the process equipment fabricated/procured by the Contractor into completed permeators and PMRs for future installation by others into Gloveboxes. The Contractor/Supplier must undertake Factory Acceptance Testing to demonstrate the functionality of the permeator and PMR assemblies. Dedicated design reviews, and a full review of all design documentation shall be conducted by the Office of Chief Engineers (OCE) prior to any production to ensure the permeator and PMR assemblies meet the UKAEA requirements listed within the Tender pack. The Contractor/Supplier shall deliver the permeators and PMRs to Culham and complete Site Acceptance Testing, after which a third party will conduct the Installation, Integrated Testing, and commissioning with support from the Contractor/Supplier. Sufficient information shall be provided for inclusion within the technical file (LTQR) to support the overall conformity marking of the system. The estimated duration of design, manufacturing, testing, and delivery is 22 months.
